S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUN r <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> BURNS TRUCK&TRAILER SERVICES 1496 Santos Ave, RIPON JUly 06, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br /> OBSERVATION: The facility has a hazardous waste tank but does not have three years of complete daily tank <br /> inspection records. The facility have a 480 gallon used oil tank that does not have three years of complete daily <br /> tank inspection records. Per Douglas Burns,they had began the weekly inspection approximately a month ago. <br /> REGULATION GUIDANCE: <br /> (a)The owner or operator shall inspect,where present, at least once each operating day: <br /> (1)overfill/spill control equipment(e.g.,waste-feed cutoff systems, bypass systems, and drainage systems)to <br /> ensure that it is in good working order; <br /> (2)the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; <br /> (3)data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature <br /> gauges, monitoring wells)to ensure that the tank system is being operated according to its design; <br /> (4)the construction materials and the area immediately surrounding the externally accessible portion of the tank <br /> system including secondary containment structures(e.g., dikes)to detect erosion or signs of releases of hazardous <br /> waste (e.g.,wet spots, dead vegetation); and <br /> (5)for uncovered tanks,the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). <br /> (c)The owner or operator shall document in the operating record of the facility an inspection of those items in <br /> subsection (a)of this section. <br /> CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br /> inspections. Provide a corrective action statement and supporting documentation to the San Joaquin County <br /> Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 512 CCR 66265.192(h) Failure to obtain a reassessment of a tank system within 5 years or as required. <br /> OBSERVATION: This facility has hazardous waste tanks which have not been reassessed by a Professional <br /> Engineer within the past five years. Per Douglas Burns, he did not know that a Professional Engineer was needed to <br /> reassessed the tank. <br /> REGULATION GUIDANCE: <br /> The assessment specified in subsection (k)of this section shall be obtained prior to placing a new tank system in <br /> service and shall be kept on file at the facility.This assessment shall be reviewed and certified by an independent, <br /> qualified, professional engineer, registered in California, in accordance with section 66270.11(d), attesting that the <br /> tank system has sufficient structural integrity and is acceptable for the transferring, storing and treating of hazardous <br /> waste. The assessment shall be valid for a maximum period of five (5)years or the remaining service life of the tank <br /> system, as stated in the engineer's assessment,whichever is less. <br /> CORRECTIVE ACTION: Provide a corrective action statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department(EHD)within 30 days.
