Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: C00050240 Site Location: 25100 RIVER RD <br />Activity Summary <br />Activity Date Recorded by <br />08/05/2019 River 25100. Brendan Kenny from the State called (and briefed Mike Kith on it WONG <br />after Brendan's call so he can brief Kasey). He stated the following: <br />He and his supervisor were on site last Wednesday July 31, confirmed Pond 4 <br />only takes in treated wastewater from the canning operation, no city sewage <br />Requested Justin to conduct Geotechnical investigation to see if the berm to <br />Pond 4 is sound <br />Look into placing bentonite clay as a solution <br />Requested Justin to move the surfaced waste water from neighboring property <br />back to Pond 4 (currently happening) <br />Requested Pond 4 to be lowered and move the content to the "percolation <br />basin" on the other side of the RR (west side of property) <br />I explained EHD's position to Brendan, while we respect him and the Waterboard <br />as the lead, local EHD must be able to keep an eye on it and if need be, comment. <br />I requested: <br />Schedule of corrective/investigation/remediation action, it can be from Justin as <br />long as Waterboard has reviewed and agreed to it <br />A copy of the original permit from the State <br />cc of their investigative proposal, results, or directives from the Waterboard <br />(Subsequently, in a phone call to Justin) what is being done now to stop the <br />discharge immediately. Justin stated he is working toward the same goal, is just a <br />matter of figuring out where to pump it to. He will inform me tomorrow of the <br />meeting they are having over this matter. <br />Emailed Brendan and Justin a copy of the photos I took last Thursday per request. <br />08/07/2019 River 25100. Printed email response from Justin updating their latest endeavor WONG <br />and analytical results. Reviewed. <br />08/08/2019 River 25100. Spoke to complainant Marylin, mother of property owner. She WONG <br />contested they or her son in law ever gave permission to Escalon facility access, <br />that they cut the cyclone property fence without their consent. Told Dana to do an <br />inspection after contacting Marylin today. Called Bryan Kenny and Juston on what <br />transpired when they went on neighboring property last week but kept <br />complainant's identify confidential. <br />08/08/2019 25120 E River Rd, met with Marilyn on the property to see where the leakage is. AFONSKAIA <br />The pump was not running while I was there. The cannery wastewater was sitting <br />about 5 ft wide and 20 ft long with a stream that went over 50 ft. Met with Brandon <br />from the Plant he said that the pump was turned off because the water level was <br />low and that they are going to pump the pond soon. There was a very strong smell <br />near surrounding the leakage area. Wastewater appeared to still be flowing onto <br />property. <br />08/09/2019 River 25100. Communicated with Justin on what Dana saw yesterday and what <br /> WONG <br />EHD still requires in terms of stopping the discharge. Juston stated as of today <br />they've rerouted all effluent from tomato plant to bypass Pond 4, going from 3 to <br />Pond 1 then to percolation pond. <br />08/09/2019 25100 E River Rd, did photo log for field inspection on 8/6/19.
