Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: C00050240 Site Location: 25100 RIVER RD <br />Activity Summary <br />Activity Date Recorded by <br />08/12/2019 River 25100. Spoke to Brendan of RWQCB about the analytical results, ranging WONG <br />from about 310 to 1300 mg/L of BOD. He said the target BOD from Pond 4 when <br />it's ready to go to percolation pond is about 150 mg/L, so the results are in line of <br />release from Pond 4 before it has a chance to settle (which is essentially what <br />Pond 4 is, a settling pond). Also received email of the RWQCB 7/31 photos and <br />8/7 Inspection Report. The report confirms <br />1.Pond 4 to be unlined, <br />requires berm to be evaluated and certified to be stable by geotechnical <br />engineer <br />Lower water level in Pond 4 till seepage has ceased <br />Evaluate treatment options to comply with WDRs and CaDO <br />Weekly update to include: <br />estimated seepage rates <br />volume of water returned to the facility <br />- locations of any additional temp containment berms <br />- free board levels in Pond 4 <br />- any additional changes and corrective actions <br />Juston of the facility called and stated that the discharge has nearly completely <br />stopped at the time of calling around 12pm; he believes the 500 bags of bentonite <br />(he thinks they are 47 lb bags) that they had placed on the bottom of Pond 4 last <br />week is working. Will either go out or have a staff to go verify this week. Juston <br />also provided a letter demonstrating they have retained the service of engineering <br />consultant GK Guiliani. <br />08/13/2019 Wrote up official inspection report for inspection on 8/8/19 and Tiffany sent it by AFONSKAIA <br />certified mail. <br />08/13/2019 CERTIFIED MAIL TO: SOK <br />ESCALON WASTEWATER TREATMENT <br />25100 E RIVER RD <br />ESCALON, CA 95320 <br />70142120000477423547 <br />09/20/2019 River 25100. Called Juston inquiring about current status: No further leakage; <br />Brandon of RWQCB required engineering study; Wallace Kuhl has obtained <br />geotechnical permit with EHD to investigate stability of the berm, est. to begin next <br />month. Updated billing address in Envision. <br />10/03/2019 River 25100. Juston emailed copy of Wallace and Kuhl's assessment of <br />Escalon's intent to begin discharging to Pond which they concur, the RWQCB <br />response to the intent, which they agreed. Wallace and Kuhl is still in process of <br />preparing the final geotech engineering report. Emailed Juston the complaint <br />remains open at this time. <br />WONG <br />WONG <br />12/04/2019 River 25100. Reviewed engineered study of the berm by Wallace-Kuhl, who found WONG <br />the berm of Pond 4 to be stable.
