CUPA's Lydia informed there's a release from the plant onto WONG <br />neighbor property. Contacted Juston and he confirmed the release more of a <br />seepage into the soil and there is nothing standing pool surfacing. He again <br />confirmed the release is not sewage from with industrial wastewater of the tomato <br />packing plant. He's contacted Brendan of RWQCB on the release, and attempted <br />to contact the neighbor to come on site. The neighbor has not responded to him <br />thus far, but the plant has contacted her attorney. I asked and emailed Juston to <br />provide me with document and site plant demonstrating the wasteliquid is not <br />sewage. Told him we'll perform an on site inspection today or tomorrow. <br />08/12/2021 Discussed complaint CAL OES #21-4305 received on 08/11/2021 with lead <br /> <br />NSO <br />Senior Elena Manzo and she directed me to discus it further with lead Senior Jeff <br />Wong as previous complaints were assigned to him. Discussed with Jeff and <br />handed over the complaint to him, he is aware of the complaint and plan to follow <br />up. He preferred to continue with the 2019 record ID(complaint number) rather <br />than create a new number as previous complaint has not bee abated. <br />08/12/2021 River 25100. Reviewed document emailed by Juston. Replied to Juston on status <br />of EHD inspection, which may delay till next week. <br />08/12/2021 Received notification on 8/11/21 from Juston Collins at Jcollins@cityofescalon.org <br />that the pond is leaking again. Forwarded information to Jeff Wong (Lead Sr. <br />REHS) and notified Paul Nso (EHS) and Elena Manzo (Lead Sr. REHS) that a spill <br />report will be coming in regarding leaking pond. <br />08/13/2021 River 25100. Replied to Juston and was informed they had lowered the water as <br />they <br />08/18/2021 River 25100. Conducted inspection with FR in training. Confirmed the following: <br />Water in Pond 4 has been lowered by about 7 feet <br />West wall of Pond 4 has been increased (size of the pond reduced) by about 7 <br />or 8 feet filled with compacted earth from last year to help prevent seepage to <br />neighbor to the east <br />No sign of leakage or pooling on neighbor's property from vantage point of the <br />plant, but some the soil in area where the plaint operators stated where the <br />seepage had occurred does look darker. <br />Juston stated their are in negotiation to redesign and reengineer the entire plant <br />with two potential bidders. He thinks it will take another month or two, when that <br />happens they will take it to the city for approval and funding. <br />WONG <br />BAKER <br />WONG <br />WONG <br />08/20/2021 River 25100.
