Escalon Water Treatment Plant. Justin called and informed me that WONG <br />had discovered leakage of wastewater (the same pond observed last year) to <br />neighboring property to the east, about 1000 to 2000 gallons. They've seen <br />stopped releasing to pond and begun pumping out to Pond 4 in order to lower the <br />water level, and placed about 60 bags of bentonite as a temporary measure to <br />seal up any large leaks. They however are unable to get access agreement with <br />the neigbhor property owner. They are in the process of getting an engineer to do <br />another study/evaluation/and proposal for remediation. Will not generate a <br />separate complaint, but may issue another NAI (or follow up to the previous) after I <br />have a chance to do another inspection shortly. <br />08/11/2020 River 25100. Escalon Water Treatment Plant. Lydia of CUPA received a WONG <br />complaint and told her it's a multiple and already been working on it. She will <br />abate her newly generated complaint. <br />08/19/2020 River 25100. Escalon Water Treatment Plant. On site visit. Pond 4 lowered but WONG <br />not completely drained. No release observed on neighbor's property looking down <br />from top of the hill. Spoke to Juston. Worked on follow up OIR to last year's NAI. <br />Agreed to give them 3 months to come up with a permanent engineering solution, <br />though Juston thinks it will take closer to 6 months. <br />08/24/2020 River 25100. Escalon Water Treatment Plant. Completed Follow Up OIR to the WONG <br />original 2019 NAI. CC to RWQCB. Generated photos. <br />08/25/2020 MAILED COMPLAINT, OFFICIAL INSPECTION REPORT, BY CERTIFIED MAIL SOK <br />JUSTON COLLINS <br />25100 E RIVER RD <br />ESCALON, CA 95320 <br />70191640000153617939 <br />11/02/2020 River 25100. Received letter from City of Escalon on seepage stopping after <br />lowering the pond level in August 2020, and Wallace Kuhl's 8/11/2020 letter that <br />the Pond4 berm appears to be stable. but still in the process of reconfiguring <br />treatment plant and how to best operate. Will keep complaint open unitl the City <br />comes up and implement improvement design. <br />01/05/2021 River 25100. Status review. Placed 2019 Berm Study by Wallace Kuhl in <br />Complaint Folder under Unit II in U drive. Flagged calendar April to contact Juston <br />or City of Escalon on their proposed 30% design in first quarter of 2021. <br />08/11/2021 Received at approximately 1.40pm a liquid waste release spill report CAL OES <br />#21-4305 (25100 River Road Escalon) occurred on 08/10/2021 at approximately <br />10.30pm. The responsible party ( Juston Collins Tel 209 456 1596) states release <br />was due to mechanical failure, material release from pond 4 to the property <br />adjacent around trees and soil on unpaved surface, the material was contained, <br />no waterways impacted. <br />WONG <br />WONG <br />NSO <br />5105. rpt Page 4 of 5
