The location of fire <br /> extinguishers and spill control material were not observed during the inspection. <br /> REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br /> areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br /> telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the <br /> telephone number of the fire department unless the facility has a direct alarm. <br /> CORRECTIVE ACTION: Immediately post the modified contingency plan information or keep a copy of a complete <br /> consolidated emergency response/contingency plan on-site. Provide a statement to the San Joaquin County <br /> Environmental Health Department that the correction is complete. <br /> This is a minor violation. <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br /> years during the inspection. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years(2019-2021)for all hazardous <br /> waste including used oil, used absorbent. Provide these records and a corrective action statement to the EHD <br /> within 30 days. <br /> This is a Class II violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following items were observed during the inspection: <br /> -On the West end of the shop under the roller conveyor table an oil stain on the ground was observed. <br /> -Oil staining on the ground was observed next to the used oil tank. <br /> -Vehicle engine was being power washed on the West end of the property. Oil staining on the soil was observed. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately cease the cleaning of vehicle engines on the soil. Immediately clean affected <br /> areas. Manage the waste according to Title 22 California Code of Regulations for hazardous waste.
