A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Fe:7-ELEVEN INC#17334 4501 N PERSHING AVE, STOCKTON ptember 08, 2022 <br /> Single-Walled Non-Pressurized Piping <br /> 404 CCR 2643(e),2661(f) Failure to conduct 0.1 gph test on single-walled gravity piping biennially or post repair(pre-1984) ❑V ❑R ❑COS <br /> Other Violations <br /> 2010 See below Unlisted General violation ❑V ❑R ❑COS <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 101 HSC 25284; CCR 2711(d) Failure to obtain a permit to operate from the EHD including but not limited to unpaid <br /> permit fees. <br /> OBSERVATION: Fees for the annual permit to operate the UST system were not paid on time resulting in the facility <br /> operating without a permit from 1/1/2022-2/8/2022.The current operating permit is valid from 2/9/2022- <br /> 12/31/2022. <br /> REGULATION GUIDANCE: No person may own or operate an UST unless a permit for its operation has been <br /> issued by the local agency to the owner or operator of the UST system. <br /> CORRECTIVE ACTION: Ensure the facility always has a permit to operate a UST system. <br /> This is a Class I violation. <br /> 104 CCR 2632(d)(1), 2634(d)Failure to submit a complete and accurate UST Monitoring Plan. <br /> OBSERVATION: The monitoring plan is not current for the 91 tank.The 91 tank shows the leak detector as a <br /> LD2000 but a 99LD2000 was observed on site.A 99LD2000 was observed on both the 87 and 91 tanks. <br /> REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting <br /> System (CERS). <br /> CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the <br /> EHD. <br /> This is a minor violation. <br /> 205 CCR 2712(i) Failure to submit and have current UST Monitoring Plan readily accessible at the facility. <br /> OBSERVATION:An approved copy of the monitoring plans were not available for inspection.The monitoring plan <br /> on site lists the leak detector for the 91 tank as LD2000 but a 99LD2000 was observed on site.
