appliances. and farm equipment. Additionally, per the State of California Department of
Public Health Bureau of Vector Control November 21, 1956 document, earlier disposal at
the Lynch IDS associated with the former SSDS included the disposal of municipal solid
waste and peach/apricot pits. Delta Funding, LTD, currently owns the property PTP, c/o Cal
State Home Loans, P.O. Box 7636, Stockton, CA 95207.
Beard Property
The Beard property is a 10 -acre site; generally square in shape, with a joggled eastern
property boundary. The property is bounded by the Bill Lane IDS on the north, private
property and a segment of Santa Fe Road on the east, a city park on the south, and the BNSF
railroad on the west. As observed by CIWMB and LEA staff on a May 1, 2001 site visit, the
property is poorly graded and generally flat with inadequate drainage control. The northern
most portion of the property is strewn with glass shards metal crushed asphalt and concrete
debris. The Beard property is owned by Jon W. Beard, P.O. Box 739, Empire, CA 95319.
Waller (McAnaly) Property
The Waller (McAnaly) property is 17.4 acres in size and is bound by Santa Fe Road on the
west, Henry Road on the east, and private properties on the north and south. Topographic
maps indicate the presence of gravel pits, similar to the pit on the Bill Lane IDS and
surrounding areas. It is suspected that the gravel pit(s) on this property may have been filled
with wastes during the time the SSDS was operating.
Based on review of a September 1951 aerial photograph, the area identified as a gravel pit
on the USGS topographic map appears to correspond to dredge tailings. This is based on
another nearby area as shown on the September 1951 photograph with a similar appearance
of parallel, linear, positive relief features which on the USGS topographic map is identified
as dredge tailings. The origin of this apparent dredged ma eriaI is not known. B. I. McAnaly
ETL owns the McAnaly property. FF ESTS (APN 249-060-10).
4. Volume Estimate
Based on Geographical Information System (GIS) Maps containing trench log data and former
topographic relief maps of the Site, provided by Ninyo-Moore, volume estimates were calculated
from approximated disposal area horizontal and vertical extents (see Ampendix D for Trench
Logs and Photographs, Appendix C for site map depicting fill areas, an' d x H for
Volume Estimates). An approximate total of 130,000 cubic yards of waste was mapped on the
properties. An estimate of waste for each property is provided in Tabes le 4.1 (see also Appendix
H). Although a large portion of the Site had been excavated during the 1930-1940 mining
operations, a majority of the excavated area of the Site appeared to be backfilled with native soils
and artificial fill not containing debris. Waste extents were defined based on data in trench logs
identifying the presence of waste debris, including waste debris mixed with soil.
7
