The volume <br /> 2 of solid wastes above ground on the Lynch property were estimated to be at least 800 cubic <br /> 3 yards, contained in piles and scattered across the property. <br /> 4 13. The Environmental Health Division received a letter from Alan Coon, Attorney for Ca <br /> 5 State Mortgage Co., Inc., dated June 17,1998. In the letter Mr. Coon indicted that Cal Stat <br /> 6 Mortgage Co., Inc. was the owner of the property by foreclosure. The letter questioned the nee <br /> 7 for additional clean up, and requested that the County remove the Notice of Substandard <br /> 8 Building. (See Exhibit C, incorporated herein by reference). <br /> 9 14. The Environmental Health Division received a letter, dated June 19, 1998 from Jerry <br /> 10 Oberhelman of the Solid Waste Cleanup Program, Permitting and Enforcement Division <br /> 11 California Integrated Waste Management Board. The letter was regarding the June 3, 199 <br /> 12 inspection of the property located at 23023 South Santa Fe Road and the property located a <br /> 13 23201 South Santa Fe Road, also referred to as the Lynch Property and the Lane Property <br /> 14 respectively. The letter and accompanying report entitled Solid Waste Cleanu12 Pro ram-AB <br /> 15 2136 Site Investigation Report, contains details and types of waste observed at the site, and <br /> 16 statement of the historical waste types disposed of at this site, including possible hazardous <br /> 17 wastes. (See Exhibit D, incorporated herein by reference). <br /> 18 15. On June 26, 1998, the property history was researched at the County of San Joaquin <br /> 19 Community Development Department Planning Division. It was determined that the Lynch an <br /> 20 the Lane properties were part of the Synder Dump prior to being sold and split. <br /> 21 16. On June 29, 1998, Steve Mindt and Alan Biedermann of the Environmental Health <br /> 22 Division were on-site to determine the property line between the two properties. Th <br /> 23 Environmental Health Division was unable determine the exact location of the property line. Th <br /> 24 property line has been an issue of debate between both property owners. <br /> 25 17.
