On October 6, 1998, a meeting was held at the Environmental Health Division in regard <br /> 3 to the subject property. Present at the meeting were DeeAnne Watkins and Robyn Drivon o <br /> 4 County of San Joaquin County Counsel Office; Jack and Elsie Merenda of Prudential Real Estate <br /> 5 Services; Alan Coon Attorney for Cal State Mortgage Co., Inc.; Jerry Oberhelman of the <br /> 6 California Integrated Waste Management Board; Mike Huggins, Robert McClellon, and Steve <br /> 7 Mindt of the Environmental Health Division. The meeting was held to discuss the site status an <br /> 8 possible solutions to remove the waste that has been dumped there. <br /> 9 19. On October 13, 1998, Steve Mindt sent a memorandum to Tom Walker, Acting Director <br /> 10 of County of San Joaquin Community Development Department, requesting copies of any an <br /> 11 all investigations their department may have performed during the calendar year 1998 involving <br /> 12 the Lynch property. In response The Environmental Health Divivsion received the following <br /> 13 documents. <br /> 14 a. The Environmental Health Division received a copy of a report from County of San <br /> 15 Joaquin Community Development Department dated June 3, 1998, indicating that there was <br /> 16 recent dumping of solid wastes on the subject property. It also indicates that Mr. Lane stated that <br /> 17 he had brought at least some of the solid waste to this site for burning. (See Exhibit G <br /> 18 incorporated herein by reference). <br /> 19 b. Environmental Health Division received a copy of a report by Escalon Consolidated Fir <br /> 20 Protection District dated June 26, 1998, and it is noted that there was a fire on June 6. This <br /> 21 report identifies large piles of mixed solid wastes that had been moved/pushed into those piles b <br /> 22 some type of equipment and burned illegally. It also states that the owner of record, Mr. Lan <br /> 23 indicated that the Fire Department should let the fire burn. The report mentions that burning o <br /> 24 solid waste at this site has occurred in the past several times (See Exhibit H, incorporated herein <br /> 25 by reference). <br /> 26 C. Environmental Health Division received a copy of a letter dated August 11, 1998 that was <br /> 27 sent to the County of San Joaquin Community Development Department from the Air Pollution <br /> 28 <br /> Page 5 <br />
