On May 10, 1999, the Environmental Health Division sent a letter to Alan Coon Attorney <br /> 7 for Cal State Mortgage Co., Inc. The letter stated that a work plan must be submitted for the <br /> 8 cleanup of the property within 30 days. See Exhibit N, incorporated herein by reference. On November 8, 1999, Robert McClellon and Mike Huggins of the Environmental Healt <br /> 12 Division conducted a routine inspection at 23023 South Santa Fe Road Riverbank, California <br /> 13 The property is commonly known as the Lynch property. The inspection was conducted from the <br /> 14 railroad access. Site access was not obtained from the owner. There was evidence of recent <br /> 15 dumping. The dumping was of old furniture, appliances, tires, and household garbage. Mike <br /> 16 Huggins stated that the waste has been dumped there recently and was not connected to the <br /> 17 cleanup of July 1997.
