On November 3, 1998, the Environmental Health Division received a copy of a letter <br /> 5 from Alan Coon, Attorney for Cal State Mortgage Co., Inc., addressed to Dee Ann Watkins. Th <br /> 6 letter stated that Cal State Mortgage Co., Inc. was not going to have the lot surveyed an <br /> 7 contended that there was only a minor amount of waste on the parcel. The letter from Mr. Coo <br /> 8 requested that the County give the property a clean closure letter after Cal State Mortgage Co. <br /> 9 Inc. completed some clean up of the property. See Exhibit F, incorporated herein by reference. <br /> 10 21. On November 5, 1998, Steve Mindt made a site visit to assess the status of any clean-up <br /> 11 efforts and take pictures of the site. No progress was noted, and it was evident that solid wast <br /> 12 garbage and debris continued to be deposited at the site. See Exhibit J, incorporated herein b <br /> 13 reference. <br /> 14 22• On December 30, 1998, the Environmental Health Division mailed a follow up letter t <br /> 15 Alan Coon, Attorney for Cal State Mortgage Co., Inc., for the meeting held October 6, 1998. Th <br /> 16 letter requested that the property be surveyed to determine the property lines and that a join <br /> 17 inspection be performed with representatives of the property owner and the Environmenta <br /> 18 Health Division of San Joaquin County Public Health Services. See Exhibit K, incorporate <br /> 19 herein by reference. <br /> 20 23. On February 8, 1999, the Environmental Health Division made a site visit to 23023 South <br /> 21 Santa Fe Road, to determine if any wastes have been removed. An inspection was made from the <br /> 22 roadway and pictures were taken. There had been no progress. See Exhibit L, incorporated herei <br /> 23 by reference. No response or further communication has been received from Mr. Coon or anyone <br /> 24 representing the owner of the subject property. <br /> 25 24. On February 9, 1999, the Environmental Health Division sent a letter to Alan Coo <br /> 26 Attorney for Cal State Mortgage Co., Inc.
