On 6-9-98 at aproximately 4:57 PM Inspector Swartzendruber contacted
Mr. Lane at his residence (23125 Henry Road, Escalon).
2. Mr. Lane stated that he owns the property where the burn occurred, and
that on June 6, 1998 at about 7:00 am, two young men in a pickup truck
came onto the property and ignited the piles of debris. Mr. Lane also
stated that he was sleeping at the time and a young man driving by his
residence (who he did not know) told him about the two men in the pickup
truck.
3. Mr. Lane stated that he intends to sell the property where the bum
occurred and has been trying to clean it up. Mr. Lane further informed
Inspector Swartzendruber that the grass growing to the south of his
property was a safety hazard and he could not understand why the District
prohibits the burning of grass in order to eliminate the hazard.
4. Inspector Swartzendruber informed Mr. Lane that as the owner of the
property where the burn occurred, he was subject to violation of District
Rule 4301, Open burning. At this point Mr. Lane became upset and stated
that he had killed a guy 13 years ago and was currently on probation. He
further stated that anything the District could do to him was nothing
compared to what he had gone through in the past. Mr. Lane stated that
he did not start the fire and he would "go before the judge".
IV Conclusion:
Mr. Bill Lane owner of the property at 23023 Santa Fe, Escalon, in San Joaquin
County allowed conditions to exist which lead to the burning of a large pile of
debris consisting of tree trimming, tree stumps, metal and plastic trash. This
Burn started on June 6, 1998 and continued through June 23, 1998.
