Pieces of concrete rubble/piping, metals, tires, plastic, and glass pieces were observed protruding <br />from the fill surfaces. Some surfaces of the fill had subsided. The southeast portion of the fill area <br />is an active landfill disposal area. In this area tires, wood waste, mattresses, small furniture, and <br />household waste were observed partially buried. In addition, hundreds of plastic "diet pill" <br />(ephedrine) bottles with their bottoms removed were observed (probable result of a <br />methamphetamine lab) in the fill and scattered at the base of the fill. Dirt from a borrow pile <br />(consisting of dirt and asphalt pieces) located at the base of the fill partially covered the "freshly" <br />dumped waste. <br />Although the owner had been ordered by the court to cease disposal activities and to cleanup the <br />site, this has not occurred. In fact, observations indicate that disposal activities are currently <br />occurring on the southeast portion of the fill area. The LEA and Code. Enforcement officer will <br />advise the District Attorney's office of this apparent violation of the owner's terms of probation. <br />RECOMMENDATIONS: This site is an active illegal disposal site and should be considered as a <br />candidate for cleanup (clean closure) through the AB 2136 Program if an appropriate enforcement . <br />order fails to achieve cleanup by the owner. It is both an illegal landfill and the site of illegal surface <br />dumping. The LEA &/or Code Enforcement office should initiate further enforcement actions that <br />will lead to cleanup by the owner, the County, and/or AB 2136 Program resources. The <br />enforcement order format should incorporate Public Resources Code sections applicable to the AB <br />2136 Program. <br />The recommended method of cleanup would be clean closure of both the illegal landfill (separating <br />trash and. dirt and proper recycling or disposal of trash) and the illegally disposed surface solid <br />waste. Use of machine sorting of large items and screening of the landfilled dirt and solid waste <br />would allow maximum recovery of buried recyclable materials. Reasonable mining techniques and <br />recycling of scrap metals, concrete, and wood waste should result in return of 50% to 70% of <br />clean landfilled soil to the site and proper landfill disposal of no more than 10,000 yd, of unusable <br />solid waste. <br />Note: Additional waste (landscaping, household, and tires) has accumulated on an adjoining <br />property (Lynch/Santa Fe Illegal Disposal Site, 39 -CR -0040) to the north. The LEA &/or Code <br />Enforcement office should simultaneously initiate enforcement actions against this property. The <br />cleanup of this adjoining property should. occur in conjunction with the, cleanup of the Bill Lane <br />Dump. <br />
