♦ • r •11 9 s a <br />SITE INVESTIGATION <br />• r,•• <br />NAME:SITE <br />39 -CR -0001 <br />LOCATION: 231 •UTH SANTA FE ROAD, RIVERBANK, a 95367 <br />i' p • <br />249-060-14 <br />OWNER:a <br />ADDRESS: SOUTH ROAD, • •95367 <br />PHONE:UNKNOWN <br />SITE VISIT DATE: • <br />PRESENT: J. • <br />T.SWEESO (CODE ENFORCEMENT) <br />BACKGROUND: The San Joaquin County Environmental Health Department (LEA, 209-468- <br />0343) provided 2136 staff with copies of background information regarding this site. Provided <br />records document that disposal activities have occurred on this property since 1977 to the present. <br />As the result of the SJ County DA's office (David Irey, 209-468-2470) 1991 prosecution, the <br />property owner was ordered to "turn over soil on property, soil brought in by defendant 25% per <br />year. Soil is to be sifted for hazardous & construction materials which are to be removed. To allow <br />a search & inspection on the property by SJ Planning Dept. at arranged times." In addition a <br />$10,990 fine/fee was imposed on the owner. <br />The LEA and Code Enforcement office (209-468-3184) recently became aware that disposal <br />activities have resumed and that the property owner did not satisfy the court judgement. The LEA <br />requested 2136 staff to evaluate this site for possible site cleanup consideration on 5/27/98. <br />REMARKS: Upon arriving on-site, the LEA & Code Enforcement officer explained that the <br />property owner had primarily accepted, for a fee, construction/demolition debris from local <br />contractors and had then buried this material along the western edge of the property against the <br />elevated berm of the Santa Fe Rail Line. Reported waste materials accepted and landfilled include <br />concrete pieces, concrete (asbestos containing) pipe, metal items, scrap lumber, wallboard, asphalt, <br />and landscape cuttings. A review of records provided indicate that batteries, tires, mattresses, <br />garbage, and automobiles have also been observed in the fill. Additionally, the records indicate 55 - <br />gallon drums and other containers have been buried on the property. The LEA & Code Enforcement <br />officer also indicated that the owner routinely burned waste on the property and that in the early <br />90s a fire occurred in the fill lasting 1 + month. <br />We proceeded to walk the property. An estimated 20 tons of old abandoned farm equipment and <br />an estimated 200 cubic yards of concrete man holes and appliances have been discarded primarily <br />along the north and east sides of the property. A large landscaping/wood waste pile measuring <br />roughly 50' X 20' X 12' (approx. 450 yd 3) has accumulated in a central portion of the property. <br />Landfill disposal activities have primarily occurred on the west side of the property against the Santa <br />Fe Rail Line. An estimated 500 yd of miscellaneous trash is scattered over the surface of the <br />property. The estimated fill area is a triangular prism and roughly measures 600' X 90' X 30' <br />(approx. 30,000 yd 3). <br />
