The property described below is located at 23023 South Santa Fe Road, Riverbank <br /> 2 California, 95320, and further described as: Assessor Parcel Number 249-060-13; Legal <br /> 3 Description: A PORTION OF SECTIONS 23, TOWNSHIP 2 SOUTH, RANGE 9 EAST <br /> 4 MOUNT DIABLO BASE AND MERIDIAN, SHOWN AS PARCEL A ON MAP O <br /> 5 SURVEY RECORD IN BOOK 25 OF SURVEYS, PAGE 22, SAN JOAQUIN COUNT <br /> 6 RECORDS. <br /> 7 6. Environmental Health Division received a title report from Central Valley Title Co. <br /> 8 dated November 19, 1999, which indicates that the current owner is Delta Funding, a California <br /> 9 Limited Partnership. Declarant checked with San Joaquin County Assessors Office Novembe <br /> 10 05, 1999, and showed the owner of record was Delta Funding Limited Partnership. <br /> 11 7. The property located at 23023 South Santa Fe Road, Riverbank, California, 95320 is <br /> 12 certified Closed, Illegal, and Abandoned (CIA) Site, pursuant to yearly inspections unde <br /> 13 California Code of Regulations, originally Title 14, Section 17760, Article 7.8, and now unde <br /> 14 Title 27, Section 21100, Article 2. <br /> 15 8. The Public Health Services Environmental Health Division posted the property with <br /> 16 Notice and Order to Abate Housing and Dangerous Building Violations on March 4, 1997 <br /> 17 regarding substandard structures and nuisance on the property. The property owner at the time <br /> 18 was Leonard Lynch. The County was issued an Inspection Warrant and Authorization to Abate <br /> 19 on July 14, 1997, in regards to the Lynch property for conditions of non-conformity with the <br /> 20 County Ordinance Code. The abatement action was carried out and completed between July 14 <br /> 21 1997, and August 11, 1997. <br /> 22 9. On April 22, 1998, Steve Mindt, an Environmental Health Division employee performed <br /> 23 a routine inspection at 23023 South Santa Fe Road. The routine inspection was made from the <br /> 24 roadway, as the Environmental Health Division employee was unable to gain consent from the <br /> 25 owner for the inspection. Pictures were taken identifying current dumping as evidenced b <br /> 26 several piles of solid waste, including household garbage, tires, roofing shingles, brush, concrete <br /> 27 several old trucks, car parts, appliances, and old farm equipment.
