No progress was noted, and it was evident that solid waste <br />and debris continued to be deposited at the site (See Exhibit J, incorporated herein by reference). <br />On December 30, 1998, the Environmental Health Division mailed a follow up letter <br />Alan Coon, Attorney for Cal State Mortgage Co., Inc., for the meeting held October 6, 1998. <br />letter requested that the property be surveyed to determine the property lines and that a <br />inspection be performed with representatives of the property owner and the Environmi <br />Health Division of San Joaquin County Public Health Services (See Exhibit K, incorpoi <br />herein by reference). <br />On February 8, 1999, the Environmental Health Division made a site visit to 23023 <br />Santa Fe Road, to determine if any wastes have been removed. An inspection was made from <br />roadway and pictures were taken (See Exhibit L, incorporated herein by reference). There 1 <br />been no progress. No response or further communication has been received from Mr. Coon <br />anyone representing the owner of the subject property. <br />On February 9, 1999, the Environmental Health Division sent a letter to Alan <br />Attorney for Cal State Mortgage Co., Inc. The letter requested that the Environmental Heal <br />Division be provided with a work plan that included the contractors name, final destination of t] <br />waste to be removed and a time frame for having the waste removed. The Environmental Heal <br />Division requested that this be done within 45 days of receipt of the letter. The letter restated tl <br />items that had not been accomplished, but were requested during the meeting of November <br />1998 (See Exhibit M, incorporated herein by reference). No response or further communicatic <br />has been received from Mr. Coon or anyone representing the owner of the subject property. <br />On May 10, 1999, the Environmental Health Division sent a letter to Alan Coon <br />for Cal State Mortgage Co., Inc. The letter stated that a work plan must be submitted for th <br />cleanup of the property within 30 days (See Exhibit N, incorporated herein by reference).
