1 of County of San Joaquin Community Development Department, requesting copies of any anc <br />2 all investigations their department may have performed during the calendar year 1998 involvinj <br />3 the Lynch property. In response The Environmental Health Division received the following <br />4 documents. <br />5 The Environmental Health Division received a copy of a report from County of San Joaquir <br />6 Community Development Department dated June 3, 1998, indicating that there was recent <br />7 dumping of solid wastes on the subject property. It also indicates that Mr. Lane stated that he <br />8 had brought at least some of the solid waste to this site for burning (See Exhibit G, incorporatec <br />9 herein by reference). <br />10 Environmental Health Division received a copy of a report by Escalon Consolidated Fire <br />11 Protection District dated June 26, 1998, and it is noted that there was a fire on June 6. Thi" <br />12 report identifies large piles of mixed solid wastes that had been moved/pushed into those piles b} <br />13 some type of equipment and burned illegally. It also states that the owner of record, Mr. Lane <br />14 indicated that the Fire Department should let the fire burn. The report mentions that burning of <br />15 solid waste at this site has occurred in the past several times (See Exhibit H, incorporated hereir. <br />16 by reference). <br />17 Environmental Health Division received a copy of a letter dated August 11, 1998 that was sent tc <br />18 the County of San Joaquin Community Development Department from the Air Pollution Control <br />19 District indicating that the fire was confined to a large pile of dry grass, trash, tree stumps, old <br />20 vehicle wheels and lumber (mixed solid wastes) (See Exhibit I, incorporated herein b} <br />21 reference). <br />22 On November 3, 1998, the Environmental Health Division received a copy of a letter <br />23 from Alan Coon, Attorney for Cal State Mortgage Co., Inc., addressed to Dee Ann Watkins. The <br />24 letter stated that Cal State Mortgage Co., Inc. was not going to have the lot surveyed and <br />25 contended that there was only a minor amount of waste on the parcel. The letter from Mr. Coon <br />26 requested that the County give the property a clean closure letter after Cal State Mortgage Co., <br />27 Inc. completed some clean up of the property (See Exhibit F, incorporated herein by reference). <br />28 <br />Page 4 <br />
