J <br />4.1 Permits <br />Appropriate permits will be obtained prior to initiating field work: <br />Mr. Robert McClellon <br />September 22, 2004 <br />Page 7 of 11 <br />• A drilling permit will be obtained from San Joaquin County Environmental Health <br />Department (EHD). <br />• San Joaquin County Public Works will be notified to obtain an excavation/grading permit as <br />required. <br />• The local Air Pollution Control District (APCD) will be consulted to determine if specific <br />permits are required from the APCD. <br />4.2 Dust Control <br />Dust will be controlled through regular application of water using a spray nozzle or water truck, <br />as needed. <br />4.3 Lead Enforcement Agency Notifications and Inspections <br />EHD will be notified at least 48 hours prior to the beginning any particular phase of work at the <br />subject site (drilling, excavation, capping, etc.) to allow for any inspections deemed necessary by <br />EHD. A letter will be submitted to EHD on a calendar quarter basis to summarize activities at <br />the site during the previous quarter. <br />4.4 Employee Safety Training <br />Mr. Palomino will act as site safety officer. Since no hazardous materials have been identified at <br />the site and none are expected, site workers will not be trained in hazardous materials site <br />operations. All site workers will be experienced around heavy earthmoving equipment, however. <br />All site workers will be equipped with Level D personal protective equipment (PPE), including <br />hard hats, steel -toed footwear, hearing protection, and work gloves, as necessary. <br />Mr. Palomino will conduct weekly safety meetings to discuss and reiterate site safety concerns. <br />The designated hospital/urgent care center to be used by site workers is Oak Valley Hospital, <br />located at 350 South Oak Avenue, Oakdale, California 95361, (209-847-3011). Figure 5 presents <br />a map from the site to the hospital. <br />The CIWMB previously identified a number of potential chemical and physical hazards that may <br />be encountered at the site.
