The Mitigation Strategy may consist of any combination of <br /> policies , evaluation criteria, maps , and other useful decision- malting tools . It shall <br /> ide adequate guidance on location and other <br /> he of sufficient specificity to prov <br /> factors to people considering and reviewing the proposed encumbrance of <br /> agricultural mitigation land . <br /> (eb) Issues to Be Considered . The Mitigation Strategy shall consider the following <br /> D <br /> ssues : <br /> ( 1 ) The need to ifieltideprioritize the utilization of contiguous parcels and <br /> areas large enough to preserve agricultural operations . <br /> ( 2 ) The qualities of high priority fafmlan soils and the type of activities <br /> allowed on agricultural mitigation lands . <br /> ( 3 ) Coordination with other public and private land conservation programs . <br /> (4 ) Other relevant factors that would result in the more effective provision of <br /> agricultural lands . <br /> - T <br />
