cities participate in or adopt an agricultural mitigation ordinance that is the same <br /> as or substantially similar to this ordinance . <br /> (b ) Habitat Mitigation Plan . It is the intent of the Board of Supervisors that the <br /> program set forth in this Chapter shall be coordinated with the San Joaquin <br /> County Multi - Species Habitat Conservation and Open Space Plan in order to <br /> achieve an optimal fit+ffilan agricultural land protection system . <br /> (c) Delta Protection Commission . It is the intent of the Board of Supervisors that <br /> the program set forth in this Chapter be coordinated with efforts of the Delta <br /> Protection Commission in order to achieve an optimal farmland protection <br /> system . <br /> 9408002 FINDINGS . <br /> The Board of Supervisors finds this Chapter is necessary for the following reasons : <br /> ( a) San Joaquin County is losing fafmiand.agricultural land to development and <br /> annexation at a rapid rate ; <br /> (b) San Joaquin County fa.}miand agricultural land is of exceptional productive <br /> quality ; <br /> (c ) The loss of fafmian agricultural land to development is irreparable *,. <br /> ( d) aAgriculture is an i <br /> nd amportant component of the County ' s economy ; <br /> (de ) The loss of fl- agricultural land will have a cumulatively negative impact on <br /> the economy of the County and the cities located within it ; <br /> (ef) The continuation of agricultural operations nlase preserves the landscape and <br /> environmental resources ; <br /> (fg) Permanent preservation of f �agricultural land is consistent wi <br /> � th the <br /> policies of the San Joaquin County General Plan ; <br /> (gh) New development on non- agricultural land benefits from the preservation of <br /> faft iands thatagricultural land to support the overall economy of the County ._ <br /> inadequate , <br /> appfaaeh to iT n 1 n r d . <br /> 94080 . 3 MITIGATION REQUIREMENTS . <br /> ( a) Mitigation Required . The County shall require agricultural mitigation for any of <br /> the following actions : <br /> A General Plan Amendment that changes the designation of any land from <br /> an agricultural use to a non- agricultural use ; and <br /> - 2 - <br />
