cities participate in or adopt an agricultural mitigation ordinance that is the same as or substantially similar to this ordinance . (b ) Habitat Mitigation Plan . It is the intent of the Board of Supervisors that the program set forth in this Chapter shall be coordinated with the San Joaquin County Multi - Species Habitat Conservation and Open Space Plan in order to achieve an optimal fit+ffilan agricultural land protection system . (c) Delta Protection Commission . It is the intent of the Board of Supervisors that the program set forth in this Chapter be coordinated with efforts of the Delta Protection Commission in order to achieve an optimal farmland protection system . 9408002 FINDINGS . The Board of Supervisors finds this Chapter is necessary for the following reasons : ( a) San Joaquin County is losing fafmiand.agricultural land to development and annexation at a rapid rate ; (b) San Joaquin County fa.}miand agricultural land is of exceptional productive quality ; (c ) The loss of fafmian agricultural land to development is irreparable *,. ( d) aAgriculture is an i nd amportant component of the County ' s economy ; (de ) The loss of fl- agricultural land will have a cumulatively negative impact on the economy of the County and the cities located within it ; (ef) The continuation of agricultural operations nlase preserves the landscape and environmental resources ; (fg) Permanent preservation of f �agricultural land is consistent wi � th the policies of the San Joaquin County General Plan ; (gh) New development on non- agricultural land benefits from the preservation of faft iands thatagricultural land to support the overall economy of the County ._ inadequate , appfaaeh to iT n 1 n r d . 94080 . 3 MITIGATION REQUIREMENTS . ( a) Mitigation Required .
