This report all be prepared by or under the <br /> supervision of a registered engineer or a certified engineering <br /> geologist. <br /> (b) The methods used to close a site and assure continuous <br /> protection of the quality of surface and groundwater shall comply <br /> with waste discharge requirements established by the regional <br /> board. <br /> 2536. Abandonment of Waste Wells. (a) Prior to abandon- <br /> ment of waste wells, the operator shall file a technical report <br /> with the appropriate regional board describing the methods and <br /> controls to be used for closing the well. <br /> (b) Abandonment of waste wells, other than those within the <br /> jurisdiction of the California Division of Oil and Gas, shall be <br /> under the supervision of a registeredgeolog ist, a registered <br /> ]rtrole�um_qngineer, or the Divi ion of Oil and Gas. <br /> (c) Abandonment of well within the jurisdiction of the <br /> Division of oil and Gas shall be under the supervision and <br /> direction of the Division. <br /> W <br /> U <br /> 4 Article 5 . Provisions for Variance <br /> L <br /> 0 <br /> 0 2540. Waivers. The regional board may waive the reporting <br /> x of solid waste-discharge, or approval and classification of dis- <br /> c <br /> z posal sites or types of sites, or the establishment of waste <br /> W discharge requirements as provided by Section 13269 of the Water <br /> L- Code when an operation will not unreasonably affect water quality <br /> x <br /> because of the type of waste and disposal operation, or an opera- <br /> tion is in compliance with ordinances or regulations of other <br /> 0 <br /> z governmental agencies which adequately protect water quality. <br /> 0 Such waivers shall be conditional and may be terminated by the <br /> regional board at anytime . <br /> 2541. Higher Standards. (a) Nothing in this subchapter <br /> shall be construed to limit the power of a regional board, city, <br /> county, or other jurisdiction to adopt and enforce equal or <br /> higher standards for the protection of water quality in connec- <br /> tion with the disposal of waste materials to land, or to adopt <br /> and enforce land use restrictions which govern the location and <br /> operation of waste disposal sites. <br /> (b) The regional board shall adopt and enforce higher <br /> standards in connection with the disposal of waste materials to <br /> land where such action is necessary to protect water quality. <br />
