GILBERT, Exec.tive 6fficer <br /> NOTICE <br /> ADOPTION OF REGULATIONS <br /> New sections in the Administrative Code concerning Regulation <br /> and Registration of Liquid to Haulers were adopted recently <br /> by the Board and will become effective March 11, 1972. A <br /> new subchapter of the Code concerning waste disposal to land <br /> was adopted March 2 and will become effective April 6, 1972 . <br /> Changes in regulations resulting from this action are <br /> summarized below. Copies of Subchapter 15 and the amended <br /> Subchapter 13 are attached . <br /> The changes of substance in Subchapter 13 are in the definition <br /> of "liquid waste" and the requirement of record keeping. The <br /> definition for "liquid waste" emphasizes that the material is <br /> to be discarded . Maintenance of records and approval of <br /> disposal areas are required. Additional changes provide for <br /> delegating to the executive officer authority for waiving <br /> registration and deal with the replacement or transfer of <br /> certificates and the fees therefore . <br /> Subchapter 15 classifies wastes and disposal sites and <br /> includes administrative detail . Regional water quality <br /> control boards are required to adopt more stringent standards <br /> where local geological or hydrological conditions justify <br /> additional safeguards for the protection of the quality of <br /> ground or surface waters . Provision is made for waiving the <br /> report of discharge , approval and classification of sites, or <br /> establishment of waste discharge requirements in those cases <br /> where compliance with control masures of other agencies <br /> adequately protect water quality . New or expanded sites must <br /> have waste discharge requirements prior to use . Existing <br /> sites for which requirements have not been prescribed shall <br /> notify appropriate regional boards prior to July 1, 1972. <br /> Operating records are required for disposal sites where <br /> hazardous materials are handled. <br /> Dated: March 3; 1972 <br />
