Box 2009 <br />Stockton, CA 95201 <br />Subject: RCRA Inspection of the San Joaquin County Disposal Sites <br />Dear Mr. Hurd: <br />Evaluations of solid waste facilities under your jurisdiction were performed <br />during the period of June 12, 1980, as required by the federal Resource <br />Conservation and Recovery Act (RCRA) of 1976. Attached are photo copies <br />of the letters and evaluation summary sheets sent to each facility operator <br />notifying him or her of the results of the evaluation. <br />The Solid Waste Management Board (S ) is providing a grace period of <br />three months beginning with the date of the letter to the facility operator <br />to correct any deficiencies noted during a RCRA site investigation. Operators <br />who take advantage of this opportunity to upgrade their sites must notify <br />the SWMB in writing of the corrective actions taken before the end of <br />the grace period and request re-evaluation. Upon this notification, Board <br />staff will schedule a re-evaluation of each of these sites for RCRA criteria <br />not needing further investigation. <br />Site operators not requesting a re-evaluation before the expiration of <br />the grace period, and sites failing to meet the criteria at the requested <br />re-evaluation, are subject to placement on the Open Dump list. <br />In addition, certain criteria at some facilities may be indeterminate <br />at this time and require further investigation. When the evaluation of <br />any indeterminate criterion is completed the facility operator will be <br />notified of the results in writing and if any non-compliance with RCRA <br />is noted a three month grace period will start at the time of notification. <br />The inventory summary sheets may also note deficiencies with regard to <br />the State Minimum Standards as established by Title 14, California Administra- <br />tive Code, Chapter 3 commencing with Section 17200.
