Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />August 25, 2022 <br /> Facility Address: <br /> 3412 Perlman Dr, Stockton <br /> Facility Name: <br /> O'Reilly Auto Parts DC #23 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 10 HSC 25508.1(a)-(f) Failed to electronically update the HMBP within 30 days of substantial change in operations. <br />OBSERVATION: The following items were found in a location different than indicated in the CERS inventory list: <br />1. Lead acid automotive battery core returns were stored in the Returns Receiving area (northeast section of the <br />warehouse) but their storage location is not listed in the CERS inventory. <br />2. Power steering fluid, engine oil, carb cleaner, brake parts cleaner, wash and wax, refrigerant, upper cylinder <br />lubricant were stored in the Red Room on the west side of the warehouse but their storage locations are not listed <br />in the CERS inventory. <br />REGULATION GUIDANCE: Within 30 days of one the following events, business shall electronically update the <br />information submitted to the California Environmental Reporting System (CERS): <br /> a) A 100 percent or more increase in the quantity of a previously disclosed material. <br /> b) Any handling of a previously undisclosed hazardous materials <br /> c) A change of business or facility address <br /> d) Change business ownership <br /> e) Change of business name <br /> f)(1) A substantial change in the handler's operations occurs that requires modification to any portion of the <br />business plan. <br /> (2) For the purpose of this subdivision, “substantial change” means any change in a facility that would inhibit <br />immediate response during an emergency by either site personnel or emergency response personnel, or that could <br />inhibit the handler's ability to comply with Section 25507 , change the operational knowledge of the facility, or <br />impede implementation of the business plan. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />An inspection checklist was provided to the facility operator on the day of inspection.
