On August 16, 2000 the Environmental Health <br /> 4 Department sent a letter to Franklin Atkins, Richard Miller, and <br /> S oger Hartley. The letter explained that the site must be <br /> 6 cleaned up and that the solid waste needs to be removed to an <br /> approved recycling facility or landfill (See Attachment EE) . <br /> 8 mm. On March 6, 2001 Rodney Estrada an employee of the <br /> 9 Environmental Health Department conducted a site visit with Dawn <br /> 10 Owen and Glen Young staff of the Integrated Waste Management <br /> 11 Board. The site visit was requested by the Environmental Health <br /> 12 Department to help determine the status of the site. The <br /> 13 properties have changed owners and previous enforcement efforts <br /> 14 have stalled. <br /> 15 nn. On July 3, 2001 the Environmental Health <br /> 16 Department working with the California Integrated Waste <br /> 17 Management Board sent the current property owners, including the <br /> 18 subject property, site access forms to conduct a Phase II site <br /> 19 investigation, funded by the California Integrated Waste <br /> 20 Management Board Closed, Illegal and Abandon Site Program. The <br /> 21 Environmental Health Department did not receive a returned <br /> 22 signed copy of the site access form for the subject site (See <br /> 23 Attachment FF) . <br /> 24 00. On August 6, 2001 Robert McClellon an employee of <br /> 25 the Environmental Health Department contacted Roger Hartley one <br /> 26 of the property owners of the subject property.
