On October 29, 1999 the Environmental Health <br /> 2 Department referred the issue to the San Joaquin County District <br /> 3 Attorneys Office for further enforcement (See Attachment AA) . <br /> 4 gg. On November 8, 1999 Robert McClellon an employee <br /> 5 of the Environmental Health Department conduct a routine <br /> 6 inspection. The site was issued three violations of Title 27 <br /> 7 California Code of Regulation Section 20530 - site security, <br /> 8 Section 20750 - site maintenance, Section 20830 - litter (See <br /> 9 Attachment BB) . <br /> 10 hh. On May 8, 2000 Rodney Estrada an employee of the <br /> 11 Environmental Health Department conduct a routine inspection. <br /> 12 The site was issued three violations of Title 27 California Code <br /> 13 of Regulation Section 20530 - site security, Section 20750 - <br /> 14 site maintenance, Section 20830 - litter (See Attachment CC) . <br /> 15 ii . On May 25, 2000 San Joaquin County sold the <br /> 16 subject property at tax auction to Franklin Atkins, Richard <br /> 17 Miller, and Roger Hartley. <br /> 18 jj . On June 18, 2000 the Environmental Health <br /> 19 Department received a letter from one of the new owners Richard <br /> 20 Miller. The letter made several statements about what was said <br /> 21 and would be required by the Environmental Health Department <br /> 22 (See Attachment DD) . <br /> 23 kk. On or about July 9, 2000 the Environmental Health <br /> 24 Department received a plan to do some site investigation by the <br /> 25 new owners . Frank Atkins and Roger Hartley submitted the plan. <br /> 26 The plan called to dig five trenches in the area immediately <br /> 27 adjacent to the railroad access. The trenches were to be dug to <br /> 28 a depth of 8 feet . The work was to be done by the owners <br /> Inspection Warrant <br /> - 10 - <br />
