He Development Corp <br /> Special Purpose Plan Application Project Description <br /> Property <br /> 1410 Frewert Road,Lathrop,CA 95330 <br /> APN: 191-270-210 <br /> Zoning: AG-40 <br /> Business Owner: He Development Corp <br /> Property Owner: En Quan He <br /> Project Overview <br /> He Development Corp(hereafter referred to as"HDC")has proposed to provide site improvements to the <br /> property including construction of an industrial facility at the project site to secure and accommodate a <br /> Cannabis Business Park inclusive of indoor cultivation and distribution activities with applicants to obtain <br /> State Licenses from the Department of Cannabis Control. <br /> The subject site is located at the above address within the unincorporated area of San Joaquin County <br /> within a General Agricultural Zone. <br /> Number of Employees(Full Time): <br /> Total Maximum Number of Employees on Site: Phase 1 (36) <br /> Product TranspordDeliveries:HDC anticipates product transports approximately 25 times per week.All <br /> transfers of product from the facility to any off-site location shall originate within a secure Value Transfer <br /> Area within the facility perimeter.Further,upon arrival of a delivery of product to any premises on-site, <br /> following admittance to the interior of the site perimeter,the transport vehicle will be escorted into a <br /> Secure Value Transfer Area once the facility gate is closed and locked.The physical transfer of product <br /> shall always take place within the facility perimeter and out of public view. <br /> Vendors/Customers: HDC will allow limited admittance of vendors,service providers,and buyers on <br /> site,including distributors shipping cannabis goods to the distribution premises,as well as third-party <br /> distributors picking up finished product from the cultivation premises on-site. Such transactions shall take <br /> place no more than ten times per week,total,by appointment only.Lab vendors shall also be admitted to <br /> the site in order to obtain samples of cannabis and cannabis goods for testing prior to their distribution <br /> into the market.During an extraction of a lab testing sample,the lab testing contractor will typically <br /> dispatch 1-2 technicians to the facility. <br /> HE DEVELOPMENT CORP 1 <br />
