S A N J 0 A Q I I I Irl Environmental Health Department <br /> C o u N T AMENDED <br /> 9/15/2022 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ALCO METALS 1815 NAVY DR, STOCKTON July 13, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that <br /> employees who handle hazardous waste were properly trained. <br /> -Employees were observed using equipment that was actively leaking. Machine oils were observed going onto the <br /> ground (IMG 0984). <br /> -Fluorescent battery packs were not separated from scrap ballasts brought in (IMG 1042). Per General Manager <br /> Tom Park, the batteries and ballasts had already been sorted through and the container was getting ready to be <br /> shipped off to the next location. Per Tom,the batteries should have been placed in the universal waste container on <br /> site. <br /> -Universal waste labels were attached to boxes that were going to be shipped out as scrap (IMG 1047). <br /> -Used filters were observed draining into a funnel filled with used oil. Used oil was also observed pooling on top of a <br /> 55 gallon drum (IMG 1067). <br /> -Administrative Assistant Elizabeth Rios is listed as the alternate emergency coordinator in the contingency plan. At <br /> the time of inspection, Elizabeth was not aware that she was the alternate emergency coordinator. <br /> The hazardous waste storage area was not properly managed and the following was observed: <br /> -Heavy oily staining on the floor(IMG 1077) <br /> -Hazardous waste containers not properly labeled (IMG 1067) <br /> -Used oil filters were placed in a funnel filled with oil placed on top of a 55 gallon drum filled with used oil (IMG 1068) <br /> -Spill containment pads were filled with used oil (IMG 1070) <br /> -Multiple 5 gallon buckets were sitting in used oil on top of a 55 gallon drum of used oil (IMG 1069) <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees.
