OBSERVATION: In the ferrous metal recycling area: -Oil was observed leaking from a machine onto the pavement(IMG 0965). Absorbent was placed onto the oil during the inspection -Two used metal oil filters were observed on the ground (IMG 0971). -One used metal oil filter was attached to scrap metal received (IMG 0980). -Oil was observed leaking from a machine labeled FV4S55 onto the ground. The oil was not cleaned up during the inspection (IMG 0984). -Oil was observed leaking from a machine that was brought in as scrap. Soil saturated with oil was observed at the base of the scrap(IMG 0990). -Oily staining was observed around the drain near the water treatment area (IMG 0995). -Soil saturated with oil observed near broken machinery used to load trailers(IMG 1007). -Oil was observed leaking onto the ground from a hydraulic press that was brought in as scrap(IMG 1016). -Oil was observed leaking from a piece of Hyundai machinery the facility uses in sorting (IMG 1065). Absorbent was placed onto the oil but the spill was not cleaned during the inspection. In the non-ferrous building: -Used oil was leaking onto the ground from a floor sweeper(IMG 1053). -Used oil was observed leaking onto the ground from a piece of machinery(IMG 1099). In the metal storage area: -A Bobcat machine was leaking oil onto the floor(IMG 1112). In the hazardous waste storage area: -Heavy used oil staining was observed on the floor(IMG 1077). REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous waste constituents to air, soil, or surface water which could threaten human health or the environment. CORRECTIVE ACTION: Immediately fix the leaking equipment and clean all of the stained locations. Manage the waste according to Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned up waste.
