S A N J 0 A Q I I I Irl Environmental Health Department <br /> C o u N T AMENDED <br /> 9/15/2022 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ALCO METALS 1815 NAVY DR, STOCKTON July 13, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 713 CCR 66273.35 Universal Waste Handler stored waste onsite greater than one year or storage time unknown. <br /> OBSERVATION: The facility could not demonstrate that universal waste has been stored on site for no longer than <br /> one year for the following containers: <br /> -In the metal storage area, approximately 12 UW lamps left over from construction were being stored in an open <br /> cardboard box(IMG 1103). <br /> -In the non-ferrous storage building: <br /> -One cardboard crate contained fluorescent battery packs mixed with ballasts(IMG 1039) <br /> -One red 55 gallon drum labeled"recycled batteries"had an 11/27/2020 accumulation start date(IMG 1031) <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66273.35 Accumulation Time Limits <br /> CORRECTIVE ACTION: Since it could not be demonstrated how long this UW was stored on site, immediately <br /> dispose of this UW in accordance with Title 22 California Code of Regulations. Provide a corrective action <br /> statement, the disposal record and supporting documentation to the San Joaquin County Environmental Health <br /> Department(EHD)within 30 days. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished on September 15, 2022 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 15, 2022. <br /> Notes: <br /> -The completed report was emailed to General Manager Tom Park at<tompark@alcometals.com>. <br /> -Wastes generated by this facility: used oil, oily absorbent, used filters, used antifreeze, universal waste (lamps) <br /> -5 samples were taken during the inspection and duplicates of the samples were provided to Tom Park. <br /> -The results for the samples taken will be provided to the facility once received. <br /> -EHS Specialist Claudia Segura was not able to provide training documents that demonstrated employees were <br /> adequately trained in hazardous waste handling and storage during the inspection. <br /> FA0001889 PR0220065 SCO01 07/13/2022 <br /> EHD 22-01 Rev.12/06/2021 Page 10 of 11 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
