S A N J 0 A Q I I I Irl Environmental Health Department <br /> C o u N T AMENDED <br /> 9/15/2022 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ALCO METALS 1815 NAVY DR, STOCKTON July 13, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 704 CCR 66273.33(b) Universal Waste Handler failed to properly manage universal waste lamps. <br /> OBSERVATION: The facility is managing universal waste(UW)lamps in a way that does not prevent a release of <br /> waste to the environment. In the metal storage area, approximately 12 UW lamps left over from construction were <br /> being stored in an open cardboard box(IMG 1103). <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66273.33 Universal Waste Management <br /> Requirements for Batteries, Lamps, and Mercury-Containing Equipment <br /> CORRECTIVE ACTION: Immediately place all UW lamps into closed, structurally sound containers with labeling: <br /> "universal waste-lamps". Provide a corrective action statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 712 CCR 66273.34 Universal Waste Handler failed to label universal waste. <br /> OBSERVATION: The facility has not labeled their universal waste(UW)as required by this section. The following <br /> universal waste was observed on-site with incomplete labeling: <br /> -In the metal storage area, approximately 12 UW lamps left over from construction were being stored in an open <br /> cardboard box(IMG 1103). <br /> -In the non-ferrous storage building, one cardboard crate contained fluorescent battery packs mixed with ballasts <br /> (IMG 1039). <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66273.34 Labeling/Marking <br /> CORRECTIVE ACTION: Immediately label the UW as required by this section.Various UW can be appropriately <br /> labeled: "Universal Waste-Batteries", "Universal Waste-Mercury-Containing Equipment", "Universal <br /> Waste-Lamps"or"Universal Waste-Electronic Devices".
