Manteca Police Departmeni <br /> Manteca PD Policy Manual <br /> Temporary Custody of Adults <br /> 900.6.2 EVACUATION PROCEDURES AND FORMATION AREA <br /> Upon receipt of an alarm, Dispatch shall notify the Watch Commander and dispatch the beat unit <br /> to the jail "Code 3". Dispatch will then check the camera systems to try and determine if fire or <br /> smoke is present. <br /> If there is more than one dispatcher on duty, and it appears reasonably safe, one dispatcher may <br /> personally check the Temporary Holding Facility. <br /> If fire is present, then prisoners will be evacuated by patrol personnel until the Temporary Holding <br /> Facility can again be safely occupied. In the case of an emergency of a long duration, evacuated <br /> prisoners will be transported to another facility. If possible,juveniles are to be kept separate from <br /> adult prisoners, and females from male prisoners during the evacuation. <br /> Only after the safety and security of the prisoners is assured will personnel, not detailed to prisoner <br /> security, participate in fire suppression or other emergency activities. <br /> If the water flow alarm is activated as a result of water flowing through the system, and no threat <br /> of fire exists, the water valve should be shut off. The valve is located in the rear of the police <br /> department, inside the door closest to the northeast corner of the police (jail side) building. Open <br /> the door with the common key and shut down the red valve to shut off the water and associated <br /> alarm. <br /> 900.6.3 CITYWIDE OR REGIONAL DISASTERS <br /> In cases of Citywide or regional disasters, the Watch Commander may authorize the release of <br /> prisoners detained for misdemeanors or felonies involving property crimes only. Every available <br /> effort will be made to continue the custody of violent felons or felons accused of violent crimes <br /> to ensure the safety of the public. <br /> 900.6.4 FIRST-AID/PROFESSIONAL MEDICAL ATTENTION <br /> As necessary, evacuating personnel will apply first-aid techniques to those prisoners injured as <br /> a result of the emergency or injured during the evacuation procedure until professional medical <br /> aid arrives to assist. <br /> 900.6.5 REPORTS <br /> The Watch Commander will ensure that any emergency evacuation of the Temporary Holding <br /> Facility is documented and that copies of those reports are forwarded to the Services Division <br /> Commander and Chief of Police. <br /> 900.7 USE OF RESTRAINT DEVICES <br /> Individuals in custody may be handcuffed in accordance with the Handcuffing and Restraints <br /> Policy. Unless an individual presents a heightened risk, handcuffs should generally be removed <br /> when the person is in a cell. <br /> The use of restraints,other than handcuffs or leg irons,generally should not be used for individuals <br /> in temporary custody at the Manteca Police Department unless the person presents a heightened <br /> risk, and only in compliance with the Handcuffing and Restraints Policy. <br /> Copyright Lexipol,LLC 2017/08/31,All Rights Reserved.
