Manteca Police Department <br /> Manteca PD Policy Manual <br /> Temporary Custody of Adults <br /> 900.9.1 USE OF SOBERING CELL <br /> Inmates who are to be held in the Temporary Holding Facility and who present a threat to their <br /> own safety or the safety of others due to their state of intoxication should be placed in a sobering <br /> cell until their condition allows for continued processing. <br /> The following guidelines apply when placing any inmate in a sobering cell (15 CCR 1056): <br /> (a) Placement of a female inmate into the cell requires approval of the Watch Commander. <br /> (b) A Watch Commander's Daily Log entry shall be initiated every time an inmate is placed in <br /> the cell. <br /> (c) A safety check consisting of direct visual observation sufficient to assess the inmate's <br /> well-being and behavior shall occur at least once every 30 minutes. Each safety check <br /> shall be documented in the Watch Commander's log. Supervisors shall check the logs for <br /> completeness every two hours and document this action on the cell log. <br /> (d) Under normal circumstances, inmates shall not be held in a sobering cell for more than six <br /> hours without being evaluated by qualified medical personnel to ensure that the inmate does <br /> not have an urgent medical issue. <br /> (e) Inmates will be removed from the cell when they no longer pose a threat to their own safety <br /> and the safety of others, and are able to continue processing. <br /> 900.9.2 PRISONER BEDDING <br /> The booking officer should offer one blanket and one mattress to each person booked into the <br /> facility, except for those booked into the sobering cell. <br /> Clean bedding should be stored in the Temporary Holding Facility storage room. <br /> Blankets that have been used by a prisoner should be placed in the laundry bin by the officer <br /> releasing the prisoner. <br /> Used bedding will be cleaned, as needed, upon the direction of the Watch Commander or as <br /> established by other protocols. <br /> 900.10 PRISONER FOOD SERVICE <br /> Food shall be served three times during the day. At least two of the meals shall include hot food. <br /> It shall be the Watch Commander's responsibility to ensure that prisoners receive timely meals. <br /> A minimum of 15 minutes shall be allowed for the actual consumption of each meal except for <br /> those inmates on a medical diet where more time is required. Any food that is not consumed within <br /> 60 minutes of purchase shall be discarded. <br /> All food will be purchased at a predesignated local food facility (such as Carl's Jr restaurant). <br /> Breakfast shall be served at or about 0700 hours and consist of hot food such as a breakfast <br /> sandwich with meat and cheese and orange juice. <br /> Lunch shall be served at or about 1200 hours and consist of a hamburger with lettuce and tomato, <br /> and a small order of french fries. <br /> Copyright Lexipol,LLC 2017/08/31,All Rights Reserved.
