Manteca Police Department <br /> Policy Manual <br /> Temporary Holding Facility <br /> (b) Temporary Holding Facility Manager-The Services Division Commander will have <br /> the responsibility for planning, managing, administrative functions, review of the Jail <br /> Guidelines Procedure and the operations of the Temporary Holding Facility. <br /> (c) Maintenance Manager - The Senior Booking Officer will be responsible for the <br /> physical maintenance, cleanliness and supply of the Temporary Holding Facility. The <br /> Senior Booking Officer will be responsible to the Services Division Commander. The <br /> Senior Booking Officer will coordinate with the Property Officer to ensure that the first <br /> aid kit is stocked and maintained at all times. <br /> (d) Temporary Holding Facility Supervisor - The employee with 24 hour per day <br /> functional responsibility for the Temporary Holding Facility will be the Watch <br /> Commander-Any other supervisor may provide assistance as needed. <br /> (e) Custodial Personnel - Custodial personnel shall be those on-duty sergeants, <br /> officers, detectives, dispatchers or other designated employees whose additional <br /> duties include the supervision of prisoners that are detained in the Temporary Holding <br /> Facility. <br /> 900.3 PRISONER SUPERVISION AND CLASSIFICATION <br /> 900.3.1 SUPERVISION OF PRISONERS <br /> All prisoners, with the exception of intoxicated prisoners, should be visually checked no <br /> less than once every hour. Intoxicated persons should be checked at least once every <br /> half-hour. This check will be conducted through direct visual observation without the aid of <br /> surveillance cameras. <br /> 900.3.2 LOG ENTRIES AND SECURITY CHECKS <br /> (a) All juvenile and adult bookings should be logged into the Watch Commander's Daily <br /> Log. The following information should be included in the entry: <br /> 1. Date/time of booking <br /> 2. Charges <br /> 3. Arrestee's name (excluded for juveniles) <br /> 4. Arresting officer's name <br /> 5. Date and time of release <br /> (b) With regard to subsection 900.3.1, the Watch Commander may choose to delegate <br /> the prisoner checks to a Booking Officer if one is on duty. A Booking Log will be <br /> kept in the booking area of the THF for use by the Booking Officer. All prisoner <br /> checks and prisoner status updates conducted in this manner should be entered on <br /> the log, including the time of each event. The log info will be transferred by the Watch <br /> Commander into his/her Daily Log, prior to the end of his/her shift. The Daily Log <br /> entry should include the officer's name who made the checks, (e.g. 1445: Prisoner <br /> check by Officer Smith, 201). Once the information from the Booking Log has been <br /> transferred into the W/C Daily Log, the Booking Log may by shredded. <br /> (c) The Watch Commander should make periodic checks to ensure the log and security <br /> checks are made on time by any assigned Booking Officer. <br /> 900.3.3 PRISONER CLASSIFICATION, SCREENING AND SEGREGATION <br /> It is the policy of the Manteca Police Department Temporary Holding Facility to segregate <br /> prisoners in compliance with state law. <br /> Temporary Holding Facility-411 <br /> Adopted: 2012/04/01©1995-2012 Lexipol,LLC <br />
