Manteca Police Department <br /> Policy Manual <br /> Temporary Holding Facility <br /> (a) It is necessary to establish a prisoner classification procedure wherein each prisoner <br /> will be evaluated, prior to housing, according to categories of sex, age, criminal <br /> sophistication, seriousness of crime charged, assaultive/non-assaultive behavior, <br /> medical.problems, mental state (including developmental disabilities) and sexual <br /> orientation and housed in order to provide for the safety of prisoners and staff. <br /> (b) As part of the booking procedure, the booking officer should evaluate each incoming <br /> prisoner according to sex, age, criminal sophistication, seriousness of crime charged, <br /> physical or mental health needs, assaultive/non-assaultive behavior and other criteria <br /> to ensure the safety of the prisoner and staff. <br /> (c) Under no circumstances should male prisoners be housed with female prisoners, or <br /> juveniles housed with adults. The booking officer shall ensure that all female and <br /> juvenile prisoners' cells have a placard placed on the cell door denoting that there is <br /> a female or juvenile inside. <br /> (d) All custodies will be screened by the booking officer for communicable diseases <br /> including but not limited to hepatitis, tuberculosis, sexually transmitted diseases <br /> and HIV. Any positive responses shall be noted on the booking form. Any custody <br /> suspected of having a communicable disease will be segregated from the other <br /> custodies. A "Contaminated" placard shall be placed on the cell door of any such <br /> custody by the booking officer. Contaminated cells shall not be used for any other <br /> custodies until the appropriate decontamination procedures have been taken. The <br /> Watch Commander's Daily Log should reflect any instances where a cell was <br /> declared contaminated due to communicable disease. <br /> (e) All custodies will be screened by the booking officer for vermin or parasite infestation, <br /> including but not limited to lice, fleas, ticks and scabies. Any positive responses shall <br /> be noted on the booking form. Any custody suspected of having an infestation will <br /> be segregated from the other custodies. A "Contaminated" placard shall be placed <br /> on the cell door of any such custody by the booking officer. Contaminated cells shall <br /> not be used for any other custodies until the appropriate decontamination procedures <br /> have been taken. The Watch Commander's Daily Log should reflect any instances <br /> where a cell was declared contaminated due to infestation. <br /> (f) During the booking procedure, the booking officer shall ask the prisoner if he/she <br /> is contemplating suicide. The officer shall evaluate the prisoner for other signs or <br /> indications the prisoner may be suicidal. If there is any suspicion the prisoner may <br /> be suicidal, he/she shall be transported to the county jail or appropriate mental health <br /> facility. The receiving staff shall be notified in writing (e.g., noted on the booking sheet, <br /> 5150 form, etc.) that the suspect may be suicidal. <br /> (g) During the booking process, the booking officer shall observe the inmate for signs of <br /> mental conditions that appear to make the person a danger to themselves or others. <br /> Indications that an inmate is mentally disordered to the degree that he/she is a danger <br /> to themselves or others will be noted on the booking sheet. An inmate who appears <br /> to be a danger to themselves or others shall be transported to County Jail or an <br /> appropriate mental facility as soon as practical <br /> (h) During the booking process, the booking officer. shall look for indications that the <br /> inmate may need to be segregated for other reasons, including but not limited to being <br /> prone to escape, propensity to assault staff or other inmates, or having a need for <br /> protection from other inmates. Inmates requiring segregation should be transported <br /> to County Jail (or otherwise released if allowable) as soon as practical. <br /> (i) It is the responsibility of the arresting officer's supervisor to ensure that the Booking <br /> Form has been properly completed and the prisoner properly classified.
