SOUTHERN PACIFIC HAR , TRACY
YARD .
i
Dear Mr . Fujii : iF
It was a pleasure meeting you last Friday , at ESE ' s Sacramento
Office , to discuss progress to date , proposed future field
efforts , and scheduling on the above referenced project . For
the record , I ' d like to provide you my understanding of
meeting highlights . p
o Atour request , ESE
Y q provided you a copy of our draf
HAR , which included summaries of environmental data ,
obtained through various literature and agency sources .
That report also included lanalyses of .pond water andV
. sludge samples , together with a comparison of various
California hazardous , designated , and water quality goal S
definitions . Our understanding is that it is your intent
to review the document , and provide both Southern Pacific
and ESE written comments ghat will enable us to meet HAR
regulatory requirements , prior to submission of our final
report ( at the completion of the upcoming field
investigation ) .
o Our understanding is that the designation "hazardous
waste " can only be made by the Department of Health
Services ( DHS ) , Office ofIkIternative Technology , and
cannot be made by the RWQOB . In the event the RWQCB
believes it necessary , they will submit a formal request
to the DHS for hazard classification of pond contentz:
However , DHS ' s primary conilcern would be during either
. closure activities , or i.n erim disposal of pond contents .
In the event that Southern I Pacific chooses to consider
the pond contents as hazardous ( rather than run
additional analyses ) , the waste must be disposed of at an
_ 7An NIn thr7n+8 RkH -i_i to 1_.5!1 far.rgm-ntn ( lifer is QrAZi a as_aa
