i
T
Youisuggested that an ignitability
appropriate facility .
test be performed on sludge contents to help clarify the
classification • it was my,junderstanding that Southern
Pacific is not required ( at this sage ) , to notify the
DHS of upcoming field activities .
o Regardless of whether the !pond contents are defined as
hazardous , it is appropriate to conclude that a field
investigation similar to the one proposed , will be
required by the RWQCB . It was also agreed that the
locations of proposed sampling points was generally
acceptable , although certain details of well
construction , depth and method of sampling remain to be
worked out , pending additional discussions with your
technical advisors at thejIRWQCB . In principal , the
following items were modified from our original workplan
proposal of October 9 ( Letter to John Livingston ) :
I 'stem auger-split spoon
Drill , using hollow `
sampling techniques ,!+ a series of borings ( as
shown in the attachment ) through a depth to
water table . Altho0gh samples would be taken
continuously ( through a depth of 10 feet only ,
and at 5 foot intervkals beyond 10 feet }
samples submitted for chemical analyses would
be restricted to a maximum 3 samples per 10
foot interval . Unless visual or PID screening
suggests otherwise , 1the samples submitted for
analyses would include the 0- 1 1 /2 , 3- 4 1 /2 ,
and 8 1 /2- 10 foot intervals . Samples
collected below 10 feet will be submitted for
chemical analyses , at 5 foot intervals _
Samples will be collected in steam cleaned ,
unlined split spoons , described , and Paboratory
screened in the field , and placed in
sampling containers . Based on the
results of the pond11sampling , the soils would
be analyzed for total fuel hydrocarbons ( EPA
8015 ) and heavy metals ( CAM ) only . Evaluation
of soil contaminant movement would be made by
comparison with the designated control
location , drilled in a presumed contaminant
! free location . All borings will be grouted to
the surface upon a landonmen t .
Drill three , 4-inch diameter , PVC well clusters
( designated A and B ) . Typical well
construction details are attached . Screens
would be 10 foot lengths of 0 . 010-inch slatted
PVC , packed with # 3 Monterey sand . Sealing
immediately above the screen would be performed
using bentonite pellets , with grout to the
k
:}urfacc . "" ," zone e1. :l. s .ould be screened
within the uppermost water bearing zone , while
