Lehman, Tracy <br /> APN 255-020-61, SR0080740, PA-1800244 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil <br /> Suitability/Nitrate Loading (SSNL) Study, dated May 15, 2019 and submitted on June 13, 2019, for <br /> the above noted location and has the following comments for your consideration. <br /> The SSNL was prepared to review the suitability of the above noted parcel for onsite wastewater <br /> treatment system (OWTS) usage, and the potential impact of nitrate to groundwater, for the two <br /> existing residences and the approved use of the site as a nut processing /preparation facility to be <br /> completed in three phases of construction as approved by the San Joaquin County Planning <br /> Commission on April 22, 2019. <br /> Although a permit was obtained for the percolation testing, the inspection was cancelled. In addition, <br /> it appears from the percolation data sheet for P-1, the standard protocol for percolation testing per <br /> San Joaquin County OWTS Standards was not followed as readings were not taken at regular 30 <br /> minute intervals. Please be advised that all percolation testing, including failed attempts, that are to <br /> be presented in reports to the EHD should be permitted and observed by the EHD. In addition, all <br /> soil borings must be completed under permit and inspection by the EHD. Providing information in a <br /> report without the required EHD observations or permits is unacceptable. In addition, several <br /> documents referenced in the report were not included. <br /> The nitrate loading estimate did not include the wastewater contribution from the two existing homes <br /> and the estimate for the number of employees and the use of a breakroom appears to be low and <br /> the resultant estimated nitrate impact to groundwater may be underestimated. <br /> The SSNL Study did not include a signed stamp by a qualified professional. <br /> Please be advised that an engineered OWTS design is reviewed as a plan check separate from the <br /> SSNL review. However, the OWTS design provided in the SSNL Study was sized using standardized <br /> design criteria from the San Joaquin County OWTS Standards for a standard OWTS for areas where <br /> the percolation test result is less than 60 minutes per inch. According to the San Joaquin County <br /> OWTS Standards, Section 3.8.7, an OWTS in an area with a percolation test result of greater than <br /> 120 minutes per inch must be mitigated with an enhanced OWTS design.
