exception of a small strip at the top. The uncultivated/row crop area has been <br />shifted to the west. Most of the soil stockpile has been removed. <br />These photos are included as Appendix 3 of this report. <br />4.0 SITE INSPECTION <br />Live Oak inspected the Site on July 8, 2022. Photographs of the Site are <br />attached to this report as Appendix 2. The Site consists of almond and walnut <br />orchard with three structure areas. Matt Kuil accompanied Live Oak throughout <br />the site visit. Live Oak viewed the western boundary of the property and the <br />structure areas at 23050 and 22844 South Frederick Avenue. The walnut <br />orchard and the central building cluster at 22770 South Frederick (a farm <br />worker's home) were not inspected at the request of Mr. Kuil; he indicated that <br />the walnut orchard had just been sprayed, and no entry into that area was <br />permitted at the time of the visit. Large portions of the Site were covered with <br />equipment, materials, and vegetation; inspection of the ground surface was not <br />possible in many places. Live Oak was not able to fully inspect all of the <br />materials stored on the Site due to the sheer number and density of items <br />present. <br />At 22844 South Frederick (the southern building cluster), several structures were <br />observed: a main house, cottage/pool house, chemical storage building, lean-to, <br />shop, and storage building. A gate leading into the equipment yard behind the <br />house was labeled "poison storage area." Agricultural items, including tractors, <br />vehicles, vehicle parts, tires, metal, tanks (fertilizer, water, and spray), pallets, <br />plastic hose, and wire fencing, were stored to the west of the chemical storage <br />building, to the north of the shop, and to the north and south of the storage <br />building. Small soil stains typical of a busy agricultural operation were observed <br />at several places in the yard. Near the chemical storage building and lean-to, <br />chemicals had been set out on pallets; Mr. Kuil indicated that the chemicals were <br />being actively used on the day of the visit. Five above -ground storage tanks <br />approximately 500 gallons in size were observed within the lean-to; a small <br />amount of staining to the concrete floor was observed. Mr. Kuil indicated that <br />there are two diesel tanks, one gasoline, and two oil, and he is planning to install <br />secondary containment for the tanks. Several drums and other containers were <br />observed near the tanks. Nine plastic drums were observed to the east of the <br />lean-to; these were located on pallets and labeled. Mr. Kuil indicated that all of <br />the materials stored in the area, including the tires, were planned for future use; <br />he often uses parts from old equipment to repair current equipment. The <br />domestic well was observed to the west of the chemical storage building. Mr. <br />Kuil stated that the septic system for the main house is to the north of the house. <br />At 23050 South Frederick Avenue (northern building cluster), four old <br />greenhouses were observed; Mr. Kuil indicated that they were used in the past to <br />LOGE 2232 4 <br />
