grow produce for farmers' market sale. The ground to the west of the <br />greenhouses was moist and discolored; Mr. Kuil indicated that this was due to a <br />dust suppression spray. Agricultural items, including vehicles, tanks (fertilizer, <br />spray, and water), empty drums, tires, metal parts, and wood, were stored to the <br />west, south, and southeast of the greenhouses. Pallets of sulfur were also <br />observed in the area. Soil staining typical of a busy agricultural operation was <br />observed at various points in this area. The destroyed 8,000 -gallon fuel tank <br />(discussed below) was noted, as was a large mobile diesel tank. Mr. Kuil <br />indicated that the destroyed tank will be cut down for scrap metal, and the other <br />tank is empty and will be removed from the Site. He indicated that the remaining <br />materials stored in the area were planned for future use; he often uses parts from <br />old equipment to repair current equipment. A modular home was observed to the <br />east of the storage area. An irrigation well was noted to the northeast of the <br />modular home. Mr. Kuil indicated that the septic system is to the southeast of <br />the house. He stated that the house receives its water from the domestic well <br />located at the center building cluster (22770). <br />The second irrigation well was observed in the orchard to the southeast of the <br />structures at 22844 South Frederick. Oil staining to the concrete pad was noted <br />at the irrigation well; this type of staining is common at irrigation wells. <br />Ten pole -mounted transformers were observed on the Site. The transformers <br />appeared clean and new; most were labeled with blue stickers indicating they are <br />free of polychlorinated biphenyls (PCBs). <br />Vineyard and open land were observed to the north of the Site. Rural <br />residences, orchards, and the California Nuggets nut facility were observed to <br />the west. To the east of the Site were orchards. Orchard and a rural residence <br />were observed to the south. <br />5.0 INTERVIEWS <br />5.1 Interview with Client <br />Matt Kuil, Dale and Eileen Kuil's son, was interviewed during the site visit on July <br />8, 2022. Mr. Kuil indicated that the property has been in his family since the <br />1960s. His family owns numerous properties, and all equipment and chemical <br />operations are run out the equipment yards at this property. Mr. Kuil stated that <br />the Site is currently planted with walnut and almond orchard; in the past, some <br />fruit trees and other crops were grown as well. He stated that the current project <br />application is to allow his niece to build a house on the Site; the other uses of the <br />Site will remain unchanged. <br />Mr. Kuil indicated that most structures on the Site were built in the 1970s or <br />1980s.
