Project No. 034-21033 <br />Page No. 2 <br />developed with paved parking areas, driveways, walkways, and landscaped grounds. The northern <br />portion of the subject site is currently vacant land (a landscaped area historically). <br />Krazan's January 16, 2021 Phase I Environmental Site Assessment <br />Krazan identified the following evidence of recognized environmental conditions (RECs) and potential <br />areas of concern (PAOCs) in conjunction with the subject site: <br />RECs <br />PAOCs <br />According to the records on file with the California Regional Water Quality Control Board <br />(RWQCB), the historical manufacture of decaffeinated coffee at the 230 Industrial Avenue <br />former Nestle facility, the closest boundary of which is located approximately 3,000 feet to the <br />east-southeast of the subject site, resulted in releases of trichloroethene (TCE) which has <br />impacted the subsurface of this property, as well as other proximate and distant properties via <br />several mechanisms, including the discharge of untreated process wastewater likely containing <br />TCE to the City of Ripon treatment plant located 4,000 to 5,000 feet to the southeast of the <br />subject site. Environmental investigations conducted since the 1980s have revealed subsurface <br />soil and groundwater to be impacted by TCE and its degradation products, including cis-1,2- <br />dichloroethene (cis -1,2 DCE) and vinyl chloride, and the 230 Industrial Avenue property is <br />currently an open cleanup program site. Results obtained from an on-going groundwater <br />monitoring program indicate that shallow and deeper water bearing zones are present beneath this <br />property and that groundwater flow is toward the northwest, with groundwater reportedly first <br />encountered at a depth of approximately 30 feet below ground surface (bgs) in early -2021. The <br />230 Industrial cleanup program site is located to the east-southeast of the subject site and <br />hydraulically cross- to upgradient of the subject site, and the apparently impacted Ripon <br />wastewater treatment plant is located to the southeast of the subject site and thus directly <br />upgradient of the subject site. <br />Krazan's review of historical aerial photographs and historical topographic maps indicates that: <br />1) a structure was present in the southeastern portion of the subject site in 1915, although this <br />structure was removed from the subject site by 1937, and 2) the northern portion of the subject <br />site has been occupied by the existing former school building and storage building since at least <br />1937. Additionally, Mr. Larry Stocks, a representative of Bethany Home, the owner of the <br />subject site, indicated that an elderly resident of a Bethany Home facility stated that a hospital <br />historically located on site was destroyed by fire. Historical uses of the subject site prior to <br />1915 were not reasonably ascertainable utilizing the standard historical resources consulted <br />during this assessment, and it is therefore unknown how long the subject site was occupied by a <br />structure(s) prior to 1915. Mr. Stocks, familiar with the subject site for the past 13 years, <br />indicated that he was unaware of underground storage tanks (USTs) being located at the subject <br />site, and no records of USTs for the subject site are on file with the local regulatory agencies. <br />However, USTs on properties developed in the early -1900s generally would not have been <br />required to register USTs with regulatory agencies, and many of the smaller and/or rural <br />jurisdictions did not have regulatory agencies associated with UST registration during this time <br />period. <br />KRAZAN & ASSOCIATES, INC. <br />With Offices Serving the Western United States <br />034-21033 WP for LSA Ripon.doc <br />
