y '
,,•!_'t' GAVIN NEWSOM
GOVERNOR
csiira RiA JARED BLUMENFELD
Water Boards SECRETARY FOR
ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
9 September 2021
SENT VIA EMAIL
Mr. Roger Smith
Glenn Springs Holdings
5 Greenway Plaza, Suite 110
Houston, TX 77046
REVIEW OF WORK PLAN FOR SOIL VAPOR INTRUSION INVESTIGATION, 1904
CHARTER WAY, STOCKTON, SAN JOAQUIN COUNTY
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff
reviewed the 30 July 2021 Work Plan for Vapor Intrusion Investigation (Work Plan)
prepared by Geosyntec Consultants Inc. (Geosyntec), on behalf of Glenn Springs
Holdings (Glenn Springs) and J.R. Simplot (Simplot), for the former agricultural
chemical distribution facility at 1904 West Charter Way in Stockton, San Joaquin County
(Site). The Work Plan was submitted in response to our 11 June 2021 letter and
describes activities proposed to evaluate the potential for soil vapor intrusion of volatile
organic compounds (VOCs) from the Site's subsurface into residential homes located
adjacent to the Site.
BACKGROUND
Previous activities associated with storage and distribution of agricultural chemicals at
the Site resulted in a release of contaminants, including pesticides, fumigants,
herbicides, nitrate, and ammonia, to soil and groundwater. The groundwater
contamination extends from the Site towards the east and beneath a portion of an
adjacent residential area.
Remedial actions conducted at the Site include removal of chemical storage structures,
excavation and removal of pesticide-contaminated soil, on-Site thermal treatment of
pesticide-contaminated soil, and in-situ bioremediation of chlorinated organic
compounds in groundwater by Hydrogen Release Compound (HRC°) application. The
Site is currently vacant, and its entire perimeter is fenced. Concrete slabs and structural
foundations for former infrastructure remain in some areas of the Site. The current
remedy for residual groundwater and soil contamination at the Site is phytoremediation
(by Eucalyptus trees). The remedy for off-Site groundwater contamination is monitored
natural attenuation (MNA).
KARL E.
