HALEY&ALDRICH,INC.
426 17"Street
'CH Suite 700
'ABNOakland,
CA 94612
510.879.4544
23 February 2022
File No. 0130215-007
Central Valley Regional Water Quality Control Board
11020 Sun Center Drive#200
Rancho Cordova, California 95670
Attention: Amber Ginorio, GIT
Subject: Response to Water Board Comments on: Results of 2021 Soil Vapor Sampling
and Work Plan for Building Specific Vapor Intrusion Evaluations
Former Nestl6 USA, Inc. Facility
Ripon, California
Dear Ms. Ginorio:
On behalf of Nestl6 USA, Inc. (Nestl6), Haley&Aldrich, Inc. (Haley&Aldrich) has prepared this letter to
respond to comments provided by the Central Valley Regional Water Quality Control Board (Water
Board) regarding the Results of 2021 Soil Vapor Sampling and Work Plan for Building Specific Vapor
Intrusion Evaluations(VI Work Plan)'.The VI Work Plan was submitted on 2 November 2021, and the
Water Board provided comments in a letter dated 23 December 2021.
The Water Board comments are presented below (in italics)followed by Nest16's responses.
Water Board Comment 1:
Issue:the VI Work Plan does not propose to sample any of the existing soil vapor probes. However, the
new soil vapor probes, SV-131 and SV-132, will be sampled two times spaced approximately six months
apart.Additionally, VI Work Plan does not specify if the sampling of SV-131 and SV-132 will be
coordinated with the indoor air samples collected at the nearby building.
Requested Action:Central Valley Water Board staff recommend that the nearby probes SV-107,SV-122,
and SV-123 are sampled concurrently with SV-131 and SV-132 to better evaluate the extent of the
trichloroethene(TCE)soil vapor plume.Additionally, please coordinate the sampling of these probes with
the timing of the nearby building-specific crawlspace and/or indoor air samples to correlate the results.
1 Haley&Aldrich, 2021.
