Central Valley Regional Water Quality Control Board <br /> 23 February 2022 <br /> Page 3 <br /> 3)all four of the selected commercial/industrial buildings will be sampled three times spaced apart(i.e., <br /> seasonality sampling). <br /> Requested Action:Central Valley Water Board staff request clarification regarding 1) the number of <br /> commercial/industrial buildings to be sampled, 2) the number of samples that will be collected during a <br /> specific sampling event, and 3)the total number of sampling events. <br /> Nestle Response: <br /> In the downtown area, there are three businesses and one fire station to be evaluated, for a <br /> total of four buildings. In each of these buildings, up to three crawlspace and/or indoor air <br /> samples may be collected from different parts of the building during a single sampling event. <br /> Again, the final number of samples in each building will be determined based on the results of <br /> the building inspection, and the size of the building. One sampling event is planned,after which the <br /> results will be discussed with the Water Board. <br /> Water Board Comment 5: <br /> Issue: The VI Work Plan provides information on the steps to be taken if the residential homeowners do <br /> not respond, but it neglects to provide information regarding how Nestle will respond to multiple <br /> homeowners responding to Nestle's request(assuming a maximum of two homes will be sampled).Also, <br /> it is unclear if Nestle has preference for certain residential or commercial/industrial buildings,such as <br /> those with crawlspaces or near existing soil vapor probes. Buildings with crowlspaces provide a sample <br /> location that is less likely to be disturbed or inconvenience the building occupants. Sampling a building <br /> near an existing soil vapor probe allows for the sub-slab and/or indoor air sample to be correlated with <br /> the soil vapor probe sample, assuming it is sampled at the same time. <br /> Requested Action:Please provide information regarding how Nestle plans to respond to multiple <br /> sampling requests from homeowners and whether sampling is preferred at certain residential or <br /> commercial/industrial buildings over others. <br /> Nestle Response: <br /> This will be handled on a case-by-case basis. As previously discussed, eight residences will be contacted <br /> in the area. Haley&Aldrich intends to evaluate each of the responding homes and select those most <br /> applicable to the investigation objectives, with a preference for proximity to soil vapor probes and <br /> crawlspace access. If a homeowner receives a letter and expresses an interest in being included in this <br /> VI study, but two other homes are preferred,that home may also be sampled provided that a proper <br /> chemical inventory can be conducted and the request is received at the appropriate time(i.e., not after <br /> the VI evaluation is complete). <br /> Water Board Comment 6: <br /> Issue: The VI Work Plan does not provide an analyte list nor the sampling methods(e.g., United States <br /> Environmental Protection Agency(USEPA) Method TO-15)for sub-slab and indoor air samples. <br /> Required Action:Central Valley Water Board staff require the analyte list and USEPA Methods that will <br /> be used for sub-slab and indoor air samples. <br /> RICH <br />
