BACKUS <br /> Found active permit under Penny Newman Grain, 1805 Harbor Blvd. 2022 <br /> stormwater sampling and analysis included with this permit information showed <br /> copper levels well below hazardous waste levels. City of Stockton stormwater <br /> inspection 4-18-22 did not find any issues. <br /> 06/21/2022 Inspected site with Fred Ernest. Met plant manager Robert Mentelos and Tyler BACKUS <br /> Coons on site and conducted routine hazardous waste and complaint inspections. <br /> Mineral ore that is refined for copper, silver and gold content(according to Robert <br /> and Tyler) is shipped into the site by rail and is unloaded onto the ground and <br /> stored under a roof. Periodically the ore is transported by truck about 1/8 mile and <br /> loaded onto ships for transport overseas to smelters. Water is used for dust <br /> supression during wind events and when the material is moved around. The ship <br /> loading process uses a dedicated conveyor. Tarps are used to collect any spillage <br /> during ship loading. Storm drains near the ore storage are either permanently <br /> plugged or they drain to a storm water separator system. The separator system <br /> collects the light and heavy fractions. These light and heavy fractions are hauled <br /> from the site as hazardous waste. Approximately 40 tons was hauled from the site <br /> in 2021 as non-RCRA California code 223 waste. The water layer is discharged to <br /> San Joaquin River under an industrial storm water permit(found on the smarts <br /> waterboard website). <br /> The mineral ore was stored on-site several hundred feet from the San Joaquin <br /> River.
