RECEIVED FEB 171981 <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 7 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> FORWARD , INC. <br /> CLASS II-1 SOLID WASTE DISPOSAL SITE <br /> AUSTIN ROAD <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley <br /> Region, finds that: <br /> 1 . Forward, Inc. , submitted a report of waste discharge dated 10 <br /> July 1972 , a site evaluation report dated 7 July 1972 , and an <br /> Environmental Impact Statement dated 31 October 1972. <br /> 2. Forward, Inc. , proposes to discharge Group 2 and 3 wastes and <br /> certain Group l ,wotes at a 157 acre site on Austin Road, seven <br /> miles southeast df Stockton, in Section 3 , TlS, R7E, MDB&M, as <br /> shown in Attachment A incorporated herein and made part of this <br /> order. <br /> 3. Current plans indicate that the site will be operated in two <br /> Aft parcels of 105 acres and 28 acres, separated by South Little- <br /> johns Creek. <br /> 4. The proposed excavation will be in a usable groundwater basin, <br /> with major groundwater supplies below a depth of 178 feet, and <br /> most likely in a state of semi-confinement. Usable groundwater <br /> is supplied by the Victor and Laguna formations which underlie <br /> the site. <br /> 5. This disposal site meets the criteria contained in the Califor- <br /> nia- Administrative Code, Title 23 , Chapter 3 , Subchapter 15 , for <br /> classification as a Class II-1 Disposal Site suitable to re- <br /> ceive Group 2 and Group 3 wastes and selected Group 1 wastes. <br /> 6. The total capacity of -the disposal site is approximately <br /> 9,850,000 cubic yards. <br /> 7. The beneficial uses of local groundwaters are domestic and agri- <br /> cultural supply. The beneficial uses of South .Littlejohns 'Creek <br /> are propagation and sustenance of fish and aquatic life; recre- <br /> ation; and esthetic enjoyment. <br /> 8. Land ithin 1 ,000 feet of this site is used for agriculture. <br /> 9. The Board on 15 June 1971 adopted an Interim Water Quality Con- <br /> trol Plan for the Sacramento-San Joaquin Delta Basin and the <br /> San Joaquin River Basin, and this Order implements the water <br /> quality objectives stated in the plan. <br />
