10. The Board has notified the discharger and other interested agen- <br /> cies and persons of its intent to prescribe waste discharge re- <br /> quirements for this proposed discharge, <br /> 11. The Board in a public meeting heard and considered all comments <br /> pertaining to the discharge. <br /> IT IS HEREBY ORDERED, Forward, Inc. , shall comply with the following: <br /> A. Discharge Specifications <br /> 1. The discharge shall not cause a pollution. <br /> 2. Neither the treatment nor the discharge shall cause a <br /> nuisance . <br /> 3. Waste materials shall not be disposed of outside of the <br /> designated areas shown on Attachment A. <br /> 4. The disposal areas shall be protected from any washout <br /> or erosion of wastes or covering materials, and from <br /> inundation which could occur as a result of floods <br /> having a predicted frequency of once in 100 years. <br /> 5. The discharge of Group 1 wastes at this site shall be <br /> limited to the materials listed below: <br /> AM <br /> a. Pesticide container wastewater. <br /> b. Other selected materials approved by the <br /> Executive Officer. <br /> 6. Group 1 waste materials and any water that has contacted <br /> the waste materials shall be contained in the area desig- <br /> nated for Group 1 waste disposal . <br /> 7. Waste confinement barriers shall be protected and main- <br /> tained to ensure their effectiveness. <br /> 8. A minimum freeboard of two feet shall be maintained in <br /> the wastewater holding facilities. <br /> 9. Surface drainage from tributary areas, and internal site <br /> drainage from surface or subsurface sources shall not <br /> contact or percolate through Group 2 wastes discharged <br /> at the site. <br /> 1C . Excavations made for discharge of wastes shall not ex- <br /> tend below elevation 15 feet USGS datum. <br /> 11. Exterior surfaces of the disposal area shall be graded <br /> to promote lateral runoff of precipitation and to pre- <br /> vent ponding. <br /> 2 - <br />
