By Board motion B-82-461, you set May 6, 1982 at 1: 30 <br /> for public comment on that report. <br /> This letter is the written comment of Forward, Inc. to <br /> that report. We reserve the right to submit additional <br /> responses to comments submitted by others if appropriate. <br /> The County staff report is thorough and accurate. The <br /> major conclusions of that report are that Forward' s operation <br /> is (a) heavily regulated by numerous state and local agencies, <br /> (b) under five specific permits, and (c) is in substantial 1) <br /> compliance with all the laws and permit terms and conditions. <br /> All agencies reporting to the County staff reported the <br /> operation to be in compliance, except that the State Department <br /> of Health Services, which had conducted an on-site inspection <br /> on February 24, 1982, had not then completed its report. <br /> That report has now been completed; copies were sent to <br /> the County Counsel. It lists some minor deficiencies, and <br /> concludes as follows: "Overall, the facility appears to be <br /> a good operation with no significant problems. " In other <br /> words, the operation is in compliance. All agencies thus <br /> reporting show the operation to be in compliance. <br /> In short, Forward, Inc. , at Austin Road, is conducting a <br /> business, which is heavily regulated by state and local <br /> agencies, which is operating under arp oper County use <br /> e� rmit, and which is complying with all laws and permits. <br />
