In addition, at the suggestion of Mr. Golden, we
sampled the material in the evaporation pond system and had
appropriate analysis conducted. The results of these laboratory
analysis were submitted with our monitoring report dated April
12, 1982 .
The next paragraph of the site inspection report makes
reference to bromine in one of the waste ponds. Consultation
with our chemical engineering consultant indicates that this
component probably originated from the brines which have been
accepted for disposal . These brine wastes originate from produc-
ing gas wells and they are approved for disposal on the Forward
site. It should also be pointed out that the concentration of
bromine in the Health Department analysis are below the hazardous
threshold levels. The reference to our US/EPA hazardous waste
permit application showing presence of mercury being accepted is
an error in the use of a designated computer code. Mercury has
not been a significant component of any waste ever accepted at
the Forward site.
The final paragraph of the site inspection report identifies
three waste materials which are accepted for disposal without
authorization of the Department of Health Services. These wastes
were accepted following receipt of verbal approval from the
Regional Water Quality Control Board and the Department of Health
Services . This approval was never documented. The waste materials
-4-
